The share of roads meeting standards in the Kostroma region exceeded 61 percent at the end of 2025. Russia’s Transport Minister Andrey Nikitin said this result surpassed the federal target of 60 percent, set against the 2010 level.
During a working visit on August 17, 2026, Nikitin inspected Kostromaavtodor, the region’s road maintenance company. After reviewing the company’s work, the minister said the Kostroma region had successfully met federal targets in the road sector.
Kostromaavtodor surpassed the plan
The transport minister said Kostromaavtodor employees had achieved significant results in implementing federal assignments and exceeded the plan indicators. Nikitin noted that the team was capable of carrying out various tasks despite the challenges it faced.
Strengthening Kostromaavtodor’s technical and material resources was identified as a priority. Governor Sergey Sitnikov set this priority.
The company was restructured in 2012
Kostromaavtodor faced the threat of bankruptcy in 2012. The organization was revived after a decision to consolidate its production capacity and grant it state-owned status.
As a result of management decisions, an organization with the expertise and equipment needed to maintain and repair highways was established.
Kostroma has 288 regional and intermunicipal roads
During his meeting with Nikitin, Sergey Sitnikov said the Kostroma region had 288 roads with regional and intermunicipal status. The governor said that, as of July 2026, their total length was 3,662 kilometers, of which 3,392 kilometers had a paved surface.
All of these roads are under Kostromaavtodor’s operational management.
Sitnikov welcomed the company’s preservation of its longstanding work culture. Thanking employees who helped maintain the expertise built up during periods when road construction and maintenance were carried out on a large scale, the governor said preserving the road network was a priority.
