Serbian President Aleksandar Vucic announced that he did not sign the final declaration of the 'Southeast Europe-Ukraine' summit held in Kyiv. Vucic stated that one of the main reasons for his decision was the clause calling for the establishment of a 'special tribunal' against Russia.
Speaking to Die Weltwoche magazine, Vucic said, "Article 11 was about establishing a 'special tribunal' against Russia. There is the UN Charter, we must comply with UN decisions. The rest only adds fuel to the fire and would inflame a larger conflict, which we do not want to see."
Russian Foreign Ministry Spokesperson Maria Zakharova had previously described the summit as 'a meeting faithful to Brussels' anti-Russian line.' Zakharova stated that the declaration included calls for tightening sanctions against Russia, increasing support for Ukraine, and promoting the country's Euro-Atlantic integration.
EU Foreign Policy Chief Kaja Kallas announced in October 2025 that 25 EU member states had expressed willingness to participate in establishing a 'special tribunal' against Russia, but did not name the countries. Russian Foreign Ministry Spokesperson Zakharova emphasized that such a tribunal would be illegitimate and would have consequences for participating countries.
