This page is for Turkish citizens living in Russia or Ukraine who want to renew their passport or ID card, register their child with the civil registry, or have their marriage or a relative's death recorded in Turkish records. Most procedures are carried out in person by appointment at a Turkish mission; some can also be done by mail. Below you will find the required documents, deadlines, and the 2026 fees shown on konsolosluk.gov.tr.
Passport: new passport and renewal
- Passport applications must be made in person. Minors under 18 must also be present when applying.
- Ordinary passports are issued for at least 6 months and for 1, 2, 3, or 4–10 years:
- up to 5 years for persons under 18
- up to 10 years for persons over 18
- A passport's validity period is not extended; a new passport is issued for every application. If you renew a valid passport, the remaining validity is transferred to the new passport.
- A person may hold a maximum of 2 passports. If your identity details change, such as your surname after marriage, you must renew your passport.
- Required documents:
- Turkish identity card or temporary identity document
- previously issued passports that have not been cancelled
- a biometric photograph taken within the last 6 months, 50 × 60 mm, with a white background
- application form (prepared at the mission)
- For children:
- Both the mother and father sign the consent section of the application form before the officer. If one cannot attend, they must bring a notarized consent document.
- If one parent is a foreign national, their notarized consent is required.
- If the parents are divorced, the consent of the custodial parent is sufficient. A foreign court custody decision may be accepted by the mission in the country where the decision was issued.
- According to the Consulate General in St. Petersburg, applications are forwarded to Ankara; the passport is collected approximately 2 weeks later.
Passport fees and fee-exempt passports
- Ukraine (Embassy in Kyiv, euros):
- fee: 17 for up to 6 months, 21 for up to 1 year, 34 for up to 2 years, 47 for up to 3 years, 67 euros for more than 3 years
- passport booklet fee: 27 euros
- postage: 11 euros
- Russia (Embassy in Moscow, US dollars):
- passport booklet fee: 32 dollars, postage: 5 dollars
- The fee varies according to the passport's validity period. The system shows 17 dollars for a passport valid for up to 6 months. For other periods, check the "Costs" tab when making an appointment.
- Fee-exempt passport (Article 85 of Fees Law No. 492):
- Those going abroad solely for education do not pay the fee and pay only the booklet fee. The passport is issued for 6 months, 1 year, or 2 years according to the period of study.
- Those continuing their education and under 25 may also obtain a fee-exempt passport with a student certificate.
- Those attending a course, seminar, certificate program, or undertaking an independent internship cannot benefit from this exemption.
- Special and service passports are exempt from the fee.
Fees change: Amounts are updated every year. Before paying, select your mission on konsolosluk.gov.tr and check the current amount in the "Costs" tab.
Lost or stolen passport
- For a lost passport, you submit a written declaration at the mission. The consulate does not require a police or gendarmerie report for a new passport.
- Nevertheless, the Turkish Ministry of Foreign Affairs recommends reporting the loss to the local police and obtaining a document to prevent misuse of your passport by others.
- If you do not have a document proving your identity, such as a family record book or driver's license, the mission conducts correspondence for identification and then accepts your application.
- A temporary passport is issued for an urgent return. No fee or booklet fee is charged for a temporary passport.
- If your valid Russian visa remains in your old passport, it must be transferred before travelling with the new passport (see R2.2).
Turkish identity card
- An identity card is valid for 10 years. Applications abroad are made at a mission.
- Those who have reached the age of 15 apply in person; biometric data and signatures are collected. Cards for children under 15 do not include a photograph; if the card will be used as a travel document, it is issued with a photograph.
- Two people who may collect the card are designated in the application.
- If you married before a foreign authority, you must register the marriage before obtaining a new identity card.
- No valuable paper fee is charged for an identity card issued following a birth notification made within the legal period (60 days abroad).
- If you lose your card, report it immediately to a mission; the card will be deactivated.
- Fees (konsolosluk.gov.tr):
- Moscow: birth or renewal 6 dollars, loss 11 dollars, postage 4 dollars
- Kyiv: birth or renewal 5 euros, loss 9 euros, postage 3 euros
- You can track your application through Alo 199, randevu.nvi.gov.tr, or e-Government.
- Ukraine is one of the countries with which Türkiye has a travel agreement using the Turkish identity card (see U1.1). Russia requires entry with a passport (see R1.1).
Birth registration: registering your child in the Turkish civil registry
- A child born to a Turkish mother or Turkish father becomes a Turkish citizen by birth.
- Report the birth to the mission within 60 days. If you miss the deadline, a late notification penalty applies: 17 dollars in Moscow and 20 euros in Kyiv.
- Child born within marriage: you may also apply by mail. Write the child's given name in the petition and attach the documents.
- Child born outside marriage: make an appointment and apply in person. The Consulate General in St. Petersburg requires the mother to be present for this application as well.
- Required documents:
- the original and a photocopy of the birth certificate issued by the competent local authority and containing the names of the mother and father
- the Turkish identity cards of the mother and father; the foreign spouse's identity card or passport
- international family record book or local marriage certificate, if any
- if the child also acquired Russian or Ukrainian citizenship by birth, a document showing this (multiple citizenship registration is carried out together)
- If your local marriage has not yet been entered in Turkish records, the marriage must be registered first.
- An application with a local birth certificate must be made to the mission responsible for the region where the birth occurred.
- The child's name is written using Turkish letters, with no more than three given names and without periods or hyphens.
- For procedures on the Russian and Ukrainian sides, see R6.3 and U5.3.
Marriage: certificate of capacity and registration
- If you are going to marry at a civil registry office (ЗАГС) in Russia or a state civil registry office (ДРАЦС) in Ukraine, first obtain a certificate of capacity to marry from the mission. The application is made in person by appointment.
- After marrying, register the marriage with the mission within 30 days at the latest. The registration application may also be made by mail.
- Documents for registration:
- the original marriage certificate or a certified copy issued by the local authority
- the spouses' Turkish identity cards
- if the spouse is a foreign national, a birth certificate or identity document showing the names of the parents, place of birth, and date of birth
- if the female spouse wishes to continue using her maiden name, a petition stating this
- International family record book: 29 dollars in Moscow and 24 euros in Kyiv.
- A consular marriage is performed only for couples who are both solely Turkish citizens, if permitted by the law of the country of residence, and is held in the consulate building.
- Details: for Russia, see R6.1 and R6.2; for Ukraine, see U5.1 and U5.2.
Death registration
- The death of a Turkish citizen who dies abroad is reported to the mission with a document issued by the local authority. The mission registers it through the system.
- You may also apply by mail. State your request for registration in the petition and attach the original official document and your identity details.
- You may apply to any Turkish mission in the country where the death occurred.
- Required documents:
- petition and the Turkish identity card of the person who wrote it
- death certificate issued by the local authorities
- the deceased person's Turkish identity card and passport
- if the deceased was a foreign spouse, family record book or birth certificate (translations of these documents are not required)
- Under the legislation, the death must be reported within 30 days.
- For repatriation of remains and post-death procedures, see O1.7.
Multiple citizenship and foreign divorce decisions
- If you acquire Russian or Ukrainian citizenship, report it to the mission; a multiple citizenship annotation is added to your civil registry record.
- The application is made in person or through a special power of attorney; applications by mail are not accepted.
- If the information on your foreign identity document differs from your Turkish record, the procedure will not be carried out. A Turkish court decision establishing that you are the same person is required.
- According to the Consulate General in St. Petersburg, marriages, births, and divorces carried out using the other citizenship of persons who fail to report their multiple citizenship are not entered in Turkish records.
- You may apply to the mission to register a divorce decision issued by a foreign court in the civil registry. You do not need to file a separate lawsuit in Türkiye (see R6.4 and U5.4).
Criminal record, civil registry extract, and e-Government password
- Documents available by mail: If you log in to online.konsolosluk.gov.tr with your e-Government password and pay the registered-mail postage fee, the following documents are sent to your address:
- criminal record certificate (in Russian and Turkish)
- civil registry extract
- multilingual birth (Form A), marriage (Form B), and death (Form C) extracts
- Criminal record certificates can be issued at missions in 44 languages; Russian is among them, but Ukrainian is not.
- e-Government password: It is provided free of charge at the mission to Turkish citizens aged 15 and over. Apply in person with your identity card.
- The Consulate General in St. Petersburg recommends enabling two-step verification for your e-Government account and registering your phone as a "trusted device".
Common mistakes
- Leaving your passport until the last day. Since extensions are not made, you will have to wait for a new passport.
- Reporting your child's birth after 60 days and paying a late notification penalty.
- Applying to register your child's birth without first registering the local marriage.
- Failing to register multiple citizenship after acquiring Russian citizenship. In this case, procedures carried out in Türkiye using your Russian identity are not entered into Turkish records.
- Sending a multiple citizenship application by mail. This application can only be made in person or through a special power of attorney.
