This page is for Turkish citizens coming to Russia and staying in a hotel, rented home, or with an acquaintance. The state must be notified of every address where you stay in Russia; this is called migration registration (миграционный учёт). Below you will find who makes the registration, the deadlines, required documents, the 2026 fee, and the penalties for failing to register.
What is migration registration and who does it apply to?
- Migration registration is the recording in the state system of where a foreigner is staying in Russia. There are two types:
- registration at the place of stay (постановка на учёт по месту пребывания): for everyone arriving with a visa; it does not matter whether they are tourists, businesspeople, students, or employees
- registration at the place of residence (регистрация по месту жительства): only for those who have a temporary residence permit (РВП) or residence permit (ВНЖ) (see R4.1 and R4.2)
- Every foreigner temporarily staying in Russia must be registered at their place of stay. Registration is carried out by the migration units of the Russian Ministry of Internal Affairs.
- An experimental registration system has been in effect in Moscow and the Moscow region since September 1, 2025. Its participants are only foreigners arriving in Russia without a visa. Since Turkish citizens enter with a visa using an ordinary passport, the normal migration registration rules apply to you.
Deadlines: 7 working days, 1 working day at a hotel
- A notification of arrival (уведомление о прибытии) must be submitted within 7 working days from the day you arrive at your place of stay.
- If you stay at a hotel or another accommodation facility, the facility submits the notification. The deadline is 1 working day following your arrival. The same rule applies to hospitals where you receive inpatient treatment, children's recreation facilities, and social service organizations.
- Those arriving for no more than 7 days are not subject to registration. However, if you stay at a hotel, the hotel will register you anyway. You may also submit a notification for a short stay if you wish.
- Registration is made for the period stated in the notification and lasts for no more than 1 year.
- Highly qualified specialists (ВКС) and their families are exempt from registration during the first 90 days from entry (see R3.2).
Who makes the registration?
- As a rule, registration is made by the receiving party (принимающая сторона), meaning the person or organization providing you with accommodation:
- the homeowner or a Russian citizen registered as residing at that home
- a foreigner living in Russia with a residence permit (ВНЖ) and registered at that home
- a foreigner who owns a home in Russia
- a company, institution, or hotel
- Your task is to show the receiving party your passport and migration card (миграционная карта), and after the notification is submitted, receive the detachable portion of the notification (отрывная часть). This paper is your registration document.
- It is unlawful for the receiving party to retain your passport or migration card.
- Registration cannot be completed on behalf of another person by power of attorney.
Situations in which you can register yourself
- If you own the home: if you stay in a residential property belonging to you in Russia, you submit the notification yourself. If the title information is recorded in the state register, you do not need to attach the document; the Ministry of Internal Affairs will verify it itself.
- If you rent the home under a lease agreement: you submit the notification yourself, either in person or electronically. You attach a copy of the lease agreement. You can register your children under 18 using the same notification.
- If the homeowner is a Russian citizen with a Gosuslugi account: if you also have a Gosuslugi account, you can submit the notification online yourself. The homeowner confirms their consent through Gosuslugi. This method is not used for hotels or similar facilities.
- If you stay at the address stated in the invitation: if you stay at the address shown as your place of stay in the visa invitation (приглашение), you may submit the notification in person to a Ministry of Internal Affairs unit.
- If the homeowner lives abroad: if the home belongs to a Russian citizen living abroad, or to a foreigner or company abroad, you submit the notification in person. The homeowner's notarized consent is required.
- If the homeowner cannot submit the notification for a valid reason: after documenting the reason, you submit the notification yourself to a Ministry of Internal Affairs unit.
