This page is for Turkish citizens who want to live in Russia for a long time and are considering obtaining a temporary residence permit (разрешение на временное проживание, РВП) as a first step. For most foreigners, РВП is the first stage on the way to a permanent residence permit (ВНЖ). Below you will find information on how the quota works, the 2027 quota figures, who can apply outside the quota, the application steps, the 2026 fees, and the annual obligations you must fulfill to avoid losing the permit.
What does a temporary residence permit provide?
- Duration: 3 years. The permit is issued as a stamp (отметка) entered in your passport; it is not issued as an electronic document.
- Work: You may work without a work permit, but only in the region where the РВП was issued (see R3.5).
- Entry and exit: РВП holders may enter and leave Russia without a visa (see R1.1).
- Residence registration: If you have a dwelling in Russia that you have the right to use, you must register your residence (регистрация по месту жительства) at that address. The fee is 1,000 rubles.
- Next step: After living with an РВП for at least 1 year, you may obtain a residence permit (ВНЖ) (see R4.2).
Quota: 2027 figures
- As a rule, РВПs are issued within the quota determined annually by the Russian Government. The quota is determined based on proposals from the regions. Regional commissions established by the Interior Ministry distribute the quota places in each region.
- 2027 quota: 3,010 permits, plus a reserve of 900 permits (Government Resolution No. 2807-р, October 7, 2026).
- 2026 quota: 3,802 permits, plus a reserve of 1,140 permits (Government Resolution No. 2792-р, October 6, 2025).
- 2027 distribution in regions where Turkish missions are located (2026 figures in parentheses):
- City of Moscow: 500 (500)
- Moscow Region: 250 (250)
- St. Petersburg: 50 (100)
- Leningrad Region: 25 (50)
- Republic of Tatarstan: 100 (100)
- Krasnodar Krai: not included in the 2026 or 2027 distribution lists
- Since the quota is limited, if you have a right to apply outside the quota (see below), using that route is more realistic.
Who can obtain an РВП outside the quota
- People married to Russian citizens:
- Those who have been married for at least 3 years before applying to a Russian citizen permanently residing in Russia
- or those who are married to a Russian citizen permanently residing in Russia and have a common child from this marriage, including an adopted child
- The permit is issued in the region where the Russian spouse resides. This rule was introduced by Federal Law 358-FZ dated October 26, 2024; previously, no minimum marriage duration was required.
- Children: Persons under 18 whose parent is a foreigner temporarily residing in Russia, or who apply together with their parent.
- Those entering military service: for the duration of their service.
- Participants in the voluntary resettlement program for compatriots living abroad and their family members.
- Those entitled to obtain a residence permit (ВНЖ) directly (for example, people with a Russian citizen parent or child, highly qualified specialists, and specialists of accredited IT companies): they may skip the РВП stage (see R4.2).
- The quota-exempt rights granted to citizens of former Soviet countries and to citizens of Kazakhstan, Moldova, and Ukraine do not apply to Turkish citizens.
- Students have a separate permit: a temporary residence permit for educational purposes (РВПО), which is not subject to a quota (see R5.2).
The duration matters when applying through marriage: If you do not have a common child, your marriage must have lasted at least 3 years on the date of application. If the marriage ends in divorce or is declared invalid by a court, the permit is cancelled.
Application step by step
- Obtain the Russian language, history, and law certificate (РВП level). For exemptions and the examination, see R4.3.
- Collect the documents (list below). Apostille the documents you obtained in Türkiye and have them translated into Russian; do not forget the notarial certification (see O1.3).
- Submit the application. There are three options:
- In person at the Interior Ministry migration unit in the region where you are temporarily staying in Russia
- If you live in Türkiye, at the Russian Embassy or consulate in Türkiye
- Electronically through the Gosuslugi government portal
- Fingerprints and photograph. If you apply in Russia, they are taken during the application. If you apply at a mission in Türkiye, they are taken at the Interior Ministry unit where you will collect the permit.
- Medical examination. This is mandatory for an РВП. If you applied at a mission in Türkiye, you must undergo the examination at an authorized medical institution within 30 days of entering Russia. If there is a documented valid reason, the period is extended by 30 days from the date the reason ends.
- Decision. The Interior Ministry decides on the application within 4 months. Information is requested from security and other agencies.
- Collect the permit and register your residence. You pay the fee before the permit is issued.
- You may appeal a refusal to the Interior Ministry within 3 business days or to a court within 3 months. After a refusal or cancellation, you may reapply only after 1 year.
Required documents
- Application form, 2 copies: electronic or completed in legible capital letters using black, blue, or purple ink; without corrections or abbreviations
- Passport (identity and citizenship document)
- Photographs
- Criminal record certificate issued in Türkiye (the country where you permanently reside). The Moscow Embassy sends criminal record certificates in Russian and Turkish by mail, without a visit to the consulate, through online.konsolosluk.gov.tr.
- Certificate demonstrating knowledge of Russian, Russian history, and law, or a substitute document
- Medical report showing the absence of drug use and infectious diseases, together with an HIV test certificate (medical examination)
- Fee payment receipt
- Additional documents for an application outside the quota: marriage certificate and the Russian spouse's passport; birth certificate if there is a common child
- Failure of the photograph to comply with the rules and presenting identification with a document other than a passport are among the reasons an application may not be accepted.
Fees (state fees, 2026)
- Temporary residence permit: 15,000 rubles
- Temporary residence permit for educational purposes (РВПО): 8,000 rubles
- Reissuance of an РВП due to loss or replacement of the identity document: 5,000 rubles
- Residence registration: 1,000 rubles
- Russian language, history, and law examination (РВП level): 5,900 rubles (see R4.3)
- These fees were updated by Federal Law 190-FZ dated June 26, 2026. You are responsible for the cost of the medical examination.
To keep the permit: annual notification and other obligations
- Annual notification (уведомление о подтверждении проживания): Each year after the date you received the permit, you must submit a notification to the Interior Ministry within 2 months. If there is a valid reason, it may be submitted within 6 months at the latest, together with a document proving the reason.
- Documents submitted with the notification: an income certificate from the employer, a copy of the tax return, or another document showing your income and its source
- Information to be included in the notification: your address, places of employment and the periods worked there, periods spent outside Russia during the year, and the countries visited
- The notification may also be submitted electronically through Gosuslugi.
- Starting January 1, 2027, the notification rules are changing (Federal Law 241-FZ dated July 26, 2026). The documents acceptable as proof of income are listed individually in the law (employer certificate, tax return, bank interest, dividend documents, etc.).
- The permit is cancelled in the following situations (examples):
- staying outside Russia for more than 6 months in total during one year, except in situations such as emergency treatment, serious illness, or the death of a close relative living abroad
- not working legally for 180 days or more during one year, or failing to show income at least equal to the regional subsistence minimum, except for full-time students, pensioners, and disabled persons
- being penalized two or more times within one year for migration, employment, or public-order violations
- not having legal housing in Russia at the end of 3 years from entry
- the marriage serving as the basis for the permit ending in divorce
- failing to complete the medical examination on time
- Failure to submit the annual notification is also grounds for an administrative fine (КоАП Art. 18.8(1): 2,000–5,000 rubles; 4,000–7,000 rubles starting November 3, 2026).
Pay attention to the six-month rule: The days you spend in Türkiye on a long vacation or for work are added together. If you exceed a total of 6 months in a calendar year, your permit may be cancelled.
