Application preparation

• 1. Obtain the Russian language, history, and law certificateObtain the certificate demonstrating knowledge of Russian, Russian history, and law at the РВП level, or an equivalent document.
• 2. Collect and translate the documentsPrepare the application form, passport, photograph, criminal record certificate, medical documents, and fee receipt; have the Turkish documents apostilled and translated into Russian.

• 4. Apply through the appropriate channelApply in person to the Interior Ministry migration unit in Russia, the Russian embassy or consulate in Türkiye, or through Gosuslugi.

• 5. Provide fingerprints and a photographIf you apply in Russia, complete the procedure during the application; if you apply at a mission, complete it at the Interior Ministry unit where you will collect the permit.
• 6. Complete the medical examinationIf you applied at a mission, undergo the examination at an authorized medical institution within 30 days of entering Russia.
• 7. Wait for the decisionThe Interior Ministry decides on the application within four months and requests information from security and other agencies.
• 8. Pay the fees and collect the permitPay the РВП fee before the permit is issued; then collect the permit.
• 9. Register your residenceIf you have a dwelling in Russia that you have the right to use, register your residence at that address after collecting the permit.
• 10. Submit the annual notification on timeSubmit a notification to the Interior Ministry within two months each year from the permit date and attach income documents.
