Russia is intensifying its long-standing battle against VPN services with new bans and restrictions. The Kremlin began enacting laws to block VPN usage in 2017. In 2021, many VPN services were collectively banned, and in 2024 VPN advertisements were prohibited. In April 2026, major digital platforms were forced to block access to VPN users. These platforms include important services such as Gosuslugi, Sberbank, Ozon, Wildberries, Aviasales, Yandex services, and Russian Railways. Additionally, a monthly 15 GB limit for mobile VPN traffic and additional charges for traffic exceeding this limit are planned. Although this application was targeted to start in May 2026, it was reported that operators requested extra time to prepare their systems. The Ministry of Digital Development stated that it aims to reduce VPN usage and focuses on such economic measures to avoid administrative sanctions. While VPN use remains legal in Russia, these new regulations are considered part of efforts to increase control over the internet.
