According to a new survey conducted by the Kremlin-aligned Public Opinion Foundation (FOM) in April 2026, public support for Russian President Vladimir Putin has fallen to its lowest level since February 2022. According to the survey results, 73% of participants evaluated Putin's performance positively, while 13% expressed a negative opinion. The remaining 14% were undecided.
In the FOM survey conducted a week earlier, the positive opinion rate was 76% and the trust rate was 74%. These data show that from mid to late April, the proportion of those viewing Putin negatively increased from 11% to 13%, and the proportion of those who did not trust him rose from 14% to 17%.
Independent polling organizations also reported similar trends. A survey published by the Levada Centre on April 30 revealed that Putin's approval rating fell below 80% for the first time. The state-supported Russian Public Opinion Research Center (VTsIOM) reported a decline in support for Putin for seven consecutive weeks. According to VTsIOM data from April 24, 24.1% of participants said they did not trust Putin, and 23.3% did not approve of his performance.
These data indicate that public support for Putin in Russia has decreased since February 2022.
