New powers concerning critical infrastructure facilities in Russia took effect through a decree published by Vladimir Putin on Monday. The decree allows the government to take control of facilities deemed inadequately protected or whose repairs were delayed after attacks.
Under the measure, the state may take control of the physical, financial and legal assets of the businesses concerned. Businesses that fail to maintain adequate security measures or delay repair work following an attack fall within the scope of the new authority.
Fuel and logistics facilities included
The decree may be applied to fuel, energy, industrial, communications, transportation and commercial logistics facilities considered important to national security and economic stability.
About a week before publishing the decree, Putin had instructed the government to provide support for rebuilding commercial warehouses damaged in attacks by Ukraine.
Oil refineries and warehouses targeted
Attacks on oil refineries in Russia have increased since the start of the summer, while warehouses and logistics centers belonging to major online retailers were also among the facilities targeted.
Ozon, Russia’s second-largest online retailer, said on Monday that four of its facilities in the south of the country had been targeted in attacks by Ukraine.
