This page is for Turkish citizens making a short-term trip to Ukraine. Turkish citizens can enter Ukraine visa-free and, under certain conditions, can also travel with an identity card. Below, you will find the visa-free stay period, how the 90 days are calculated, the amount of financial resources that may be requested at the border, and the consequences of exceeding the period.
Who can enter visa-free, and how long can they stay?
- Turkish citizens can enter Ukraine visa-free with any type of passport (ordinary, service, special, or diplomatic).
- The visa-free stay is no more than 90 days in any 180-day period.
- The Embassy of Ukraine in Ankara explains the same rule: visa-free entry and exit with a passport or contactless-chip identity card, and a stay of up to 90 days in any 180-day period.
- If you will stay longer than 90 days, you must obtain an appropriate long-term visa (type D) (see U1.2).
- Visa-free stay does not grant the right to work. To work in Ukraine, an employment permit obtained by the employer is required (see U3.1).
War and martial law continue in Ukraine: The Ministry of Foreign Affairs of Türkiye asks citizens not to travel to Ukraine unless necessary (Embassy in Kyiv, June 16, 2025). Before setting out, check the travel advisories of the Ministry of Foreign Affairs and the announcement of the Embassy in Kyiv.
Traveling with an identity card
- According to the Turkish Ministry of Foreign Affairs, you can enter Ukraine visa-free with a valid new-type (chip-enabled) Turkish identity card. Condition: traveling from Türkiye.
- According to the State Border Guard Service of Ukraine, a foreigner's identity card is not sufficient to cross the Ukrainian border. Exception: citizens of Türkiye and Georgia under international agreements.
- In countries where travel with an identity card is permitted, the card must have a photo. Children under 15 who will travel with an identity card must also obtain a Turkish identity card with a photo.
- Since airports are closed, travel currently takes place through a third country (see U0.2). Due to the “traveling from Türkiye” condition and the rules of the transit country, take your passport with you as well.
- Notarized copies of a passport, birth certificate, or visa do not grant the right to cross the border.
How is the 90-day period calculated?
- At the border, your passport is recorded by an officer of the Border Guard Service. The registration is made for no more than 90 days in any 180-day period.
- The State Migration Service of Ukraine (Державна міграційна служба, ДМС) counts the previous 180 days as of the day of inspection. If you have not stayed in Ukraine for more than 90 days during these 180 days, you comply with the rule.
- Example: If you stayed for 30 days in January and 60 days in March, you have reached 90 days. To enter again, the days from January must fall outside the 180-day window.
- For the calculation, use the Migration Service's online Migration Calculator (Міграційний калькулятор).
- The period may be extended only for certain reasons: medical treatment, childbirth, care of a sick family member, mandatory stay due to an extraordinary situation, inheritance procedures, grounds for a residence permit or immigration permit, or an application for citizenship. Details: see U2.3.
Five entry requirements checked at the border
- According to the Border Guard Service, a foreigner enters Ukraine under the following conditions:
- a valid passport (a chip-enabled identity card also applies to Turkish citizens)
- there is no decision imposing an entry ban issued by the Ukrainian authorities
- a visa (Turkish citizens are exempt for stays of up to 90 days)
- documentation of the purpose of the planned stay
- sufficient financial resources for the duration of the stay and for return or travel to a third country
- A foreigner who does not meet one of these requirements is not allowed to cross the border.
- For registration and inspection procedures at the border, see U1.4.
Sufficient financial resources: 2026 amounts
- Financial resources are checked randomly. They may be requested during a secondary inspection at the border.
- The following may be shown as proof:
- cash in hryvnias or convertible foreign currency (calculated at the National Bank of Ukraine exchange rate on the day of entry)
- a document showing an amount that allows you to withdraw money from Ukrainian banks
- an international bank card and account statement (an ATM statement is also acceptable)
- a reservation or proof of payment for accommodation and meals
- a tour contract (voucher)
- a letter of guarantee stating that the inviting party will cover all your expenses
- a dated return ticket or ticket to a third country
- The required amount is calculated using the formula in Cabinet of Ministers Resolution No. 884 dated December 4, 2013: (20 × monthly subsistence minimum per person ÷ 30) × (number of stay days + 5).
- In 2026, the monthly subsistence minimum per person (прожитковий мінімум) is 3,209 hryvnias. Approximate results using this amount:
- 1 day: 12,836 hryvnias
- 5 days: 21,393 hryvnias
- 10 days: 32,090 hryvnias
- 30 days: 74,877 hryvnias
- 90 days: 203,237 hryvnias
- The sample table on the Border Guard Service website was calculated using the old amount (2,393 hryvnias). Current amounts are higher.
Calculation note: The figures are approximate amounts calculated using the official formula and the 2026 subsistence minimum announced by the Pension Fund of Ukraine. Carrying a card, account statement, and reservation documents together instead of cash will make things easier.
If you exceed the period of stay
- Under Article 203 of the Code of Ukraine on Administrative Offenses, fines are as follows:
- exceeding the period by up to 30 days or violating address-registration rules: 100–200 tax-free minimum incomes (НМДГ), or 1,700–3,400 hryvnias
- exceeding the period by more than 30 days or staying with no document or an expired document: 200–300 units, or 3,400–5,100 hryvnias
- repeating the violation within one year: 300–400 units, or 5,100–6,800 hryvnias
- A foreigner who violates the rules may be forcibly returned. An entry ban of 3 years may be added to this decision.
- Those who fail to comply with a return decision are expelled by court order. Expulsion always entails a 5-year entry ban.
- 1 НМДГ = 17 hryvnias. Details: see U2.4.
If you lose your passport or identity card
- Report the loss to the Ukrainian police immediately and obtain a document confirming the loss.
- Departure from Ukraine is carried out with a document issued by a Turkish diplomatic or consular mission. For the steps, see U0.4.

Common mistakes
- Setting out through a third country with only an identity card. Take your passport as well.
- Assuming that the 90 days reset with each entry. The Migration Service counts the previous 180 days.
- Going to the border without proof of financial resources.
- Starting work with visa-free entry (see U3.1).
- Traveling with a child under 15 who has an identity card without a photo.
- Looking for a solution after exceeding the period. An extension is possible only for certain reasons and before the period ends (see U2.3).
Frequently asked questions
- Do I need a visa to enter Ukraine? No. You can stay visa-free for up to 90 days in any 180-day period.
- Can I enter with my identity card? Yes, with a new-type chip-enabled card and provided that you are traveling from Türkiye. Under current travel conditions, also take your passport with you.
- Do I have to show money at the border? Checks are random. A card, account statement, reservation, or letter of guarantee from the inviting party is accepted as proof.
- My 90 days have expired; can I leave and immediately re-enter? No. If you have used up your 90 days in the 180-day window, you must wait for days to fall outside the window. Use the Migration Calculator.
- Can I enter visa-free and obtain a residence permit in Ukraine? The Migration Service requires a long-term visa in the passport when applying for a temporary residence card, except for those exempt under law or an international agreement. For stays longer than 90 days, see U1.2.
