This page is for Turkish citizens who want to stay in Ukraine for more than 90 days: for work, education, family reunification, or another long-term purpose. Turkish citizens are visa-exempt for short trips, but for a long stay they must first obtain a long-stay D visa in Türkiye and then obtain a residence card in Ukraine. Below you will find the visa types, purpose documents, basic documents, fees, and the steps leading to a residence card.
Who is the D visa for?
- According to the Embassy of Ukraine in Ankara, Turkish citizens who will stay in Ukraine for more than 90 days must obtain a long-stay visa (довгострокова віза) appropriate to the purpose of their visit. This visa is for obtaining a residence card (посвідка на проживання) in Ukraine.
- Ukrainian visas are of three types:
- Type B (transit): for transit to a third country. A maximum of 5 days may be spent in Ukraine during each transit.
- Type C (short-stay): for stays of no more than 90 days in any 180-day period. Turkish citizens are visa-exempt for this period.
- Type D (long-stay): issued to obtain the documents required for a stay of more than 90 days in Ukraine. It is multiple-entry only and is valid for 90 days.
- After entering with a D visa, you apply to the State Migration Service of Ukraine (ДМС) for a temporary residence card (see U2.1).
War and martial law continue in Ukraine: The Ministry of Foreign Affairs of the Republic of Türkiye advises citizens not to travel to Ukraine unless necessary (Embassy in Kyiv, June 16, 2025). Before setting out, check the Ministry of Foreign Affairs travel announcements and the announcement of the Embassy in Kyiv.
Purpose documents: Which document is needed to obtain a D visa?
One of the following documents showing your purpose must be attached to the application:
- Employment: a certified copy of the foreign worker employment permit (дозвіл на застосування праці) obtained by the employer. Persons legally permitted to work without a permit submit an employment contract (see U3.1).
- Immigration: a copy of the decision on the immigration permit (дозвіл на імміграцію) issued by the Migration Service (see U2.2).
- Education: an invitation for education or an internship issued by a university and registered in accordance with the procedure of the Ministry of Education and Science of Ukraine (see U4.1).
- Marriage to a Ukrainian citizen: a document proving the marriage (see U5.1).
- Family member of a foreigner holding a temporary residence card: a document proving the family relationship, a copy of that person’s residence card, and proof of financial resources sufficient to support the family.
- Foreign company or bank: an invitation from a foreign company or from a branch or representative office of a foreign bank in Ukraine.
- Other purposes:
- an invitation from a government institution working on an international technical assistance project
- an invitation from a religious organization approved by the registration authority
- an invitation from the Ukrainian branch of a foreign non-governmental organization
- a letter from a foreign media organization
- an invitation from the relevant government institution for a cultural, educational, scientific, sports, or volunteer program
- Additional documents may be requested from citizens of countries considered to pose a migration risk.
