This page is for Turkish citizens who want to stay in Ukraine for more than 90 days. Turkish citizens can stay visa-free in Ukraine for a maximum of 90 days within any 180-day period. For a longer stay, you first need a long-stay visa (D), followed by a temporary residence card in Ukraine. Below you will find who can obtain the card, the application steps, the 2026 fees, and the deadlines you must observe to avoid losing the card.
What is a temporary residence card, and who can obtain one?
- A temporary residence card is a contactless electronic chip card issued by the State Migration Service of Ukraine (Державна міграційна служба, DMS) to a foreigner living in Ukraine for a specific purpose.
- The grounds listed in the law that are most relevant to Turkish citizens are:
- having obtained a work permit (дозвіл на застосування праці) or signed a gig contract (гіг-контракт) (see U3.1)
- working at a branch or representative office in Ukraine of a foreign company or foreign bank
- being a founder, partner, or beneficial owner of a company registered in Ukraine and holding a share of at least EUR 100,000 in its capital, calculated at the National Bank of Ukraine exchange rate on the investment date
- studying in Ukraine (see U4.1)
- being married to a Ukrainian citizen or joining that citizen through family reunification
- being a family member of a foreigner who has a temporary residence card
- working on registered international technical assistance projects
- invitations from religious organizations, foreign media correspondent work, or cultural, scientific, educational, or volunteer programs
- Under the law, a cardholder may legally stay in Ukraine for as long as the grounds for the card continue. For example, a card issued on employment grounds is linked to the period of employment.
War is ongoing in Ukraine: The Ministry of Foreign Affairs of Türkiye asks citizens not to travel to Ukraine unless necessary because of the war that has continued since 24 February 2022. The Embassy in Kyiv repeated this warning on 16 June 2025. Martial law (воєнний стан) is in force in the country. Read the Embassy's latest announcement before setting out (see U0.1).
First, obtain a long-stay visa (D)
- Under the law, a long-stay visa (довгострокова віза, type D) must generally be obtained first for a temporary residence card. The exceptions are narrow, such as applicants for refugee status.
- According to the Embassy of Ukraine in Ankara, Turkish citizens may stay visa-free for up to 90 days within 180 days with a passport or chip-enabled identity card. Those who will stay longer than 90 days must obtain a long-stay visa appropriate to their purpose of stay and apply for a residence card in Ukraine.
- D visas are issued only as multiple-entry visas and are valid for 90 days.
- People living in Türkiye submit their visa applications to the visa center in Ankara. The consular fee is USD 65, doubled for urgent processing. Processing generally takes 10 working days; if additional checks are required, it may take up to 30 working days. Health insurance with coverage of at least EUR 30,000 is required. For details, see U1.2.
- A document showing the purpose of stay is required for a D visa. Examples include:
- a certified copy of the work permit obtained by the employer
- an invitation from a branch or representative office in Ukraine of a foreign company
- a registered study invitation from a university
- a document proving marriage to a Ukrainian citizen
Application step by step
- Prepare your grounds. If you will work, your employer obtains the work permit (see U3.1). If you are a student, prepare the university enrollment order; if you are married, prepare the marriage certificate.
- Obtain a D visa in Türkiye and enter Ukraine.
- Apply at least 15 working days before your permitted stay expires. The application is submitted at one of the following places where you live:
- a regional DMS unit or branch
- centers of the state enterprise "Dokument" (Документ), affiliated with the DMS
- an administrative service center (ЦНАП, Центр надання адміністративних послуг)
- "Dokument" centers and ЦНАПs accept these applications subject to their technical capacity. Ask before you go.
- Apply in person. Anyone aged 16 or over submits the form personally. Your facial image and signature are captured digitally during the application and stored on the card's chip.
- Collect your card. The card is issued within 15 working days.
- Register your address within 30 days. Within 30 calendar days after receiving the card, you must declare or register your address (see U2.5).
Required documents
- Application form (заява-анкета): a DMS officer completes it through the Unified State Demographic Register (ЄДДР). You check and sign it.
- Valid passport, the D visa contained in it, and a copy of the visa page
- A certified Ukrainian translation of the passport's personal-information page
- Valid health insurance covering the entire validity period of the card

- study: certified copies of the university's enrollment and study-period orders, together with an undertaking to notify the DMS in case of withdrawal
- marriage to a Ukrainian citizen: marriage certificate and the Ukrainian spouse's passport (your spouse must bring the passport in person)
- foreign family member: a document proving the relationship, a document showing that the host has sufficient income to support the family, and the family member's residence card

Replacing the card (обмін), loss, and notification deadlines
- A temporary residence card is not "extended." An expired card is replaced.
- You may apply for replacement up to the card's final validity date. If you are within the last 15 working days, you may apply only to DMS units. In this case, the DMS extends your temporary residence period free of charge while your application is being examined.
- If another situation requiring replacement arises, such as a change in your information, you must apply within 1 month.
- If your passport is renewed, apply for card replacement within 1 month after receiving the new passport.
- If you lose your passport or residence card, or if the card is stolen, you must notify the DMS in writing within 3 working days.
- For a replacement because the card has expired, a new health insurance policy and the additional documents relating to the grounds will be requested again. If applicable, also attach proof of address obtained from the settlement register (витяг з реєстру територіальної громади).
The martial-law extension has ended: Temporary residence cards whose validity expired after 24 February 2022 were considered valid during the period of martial law. The final period for replacing these cards was 7 May–4 August 2026 (Cabinet of Ministers Resolution No. 141, 5 February 2026). If your card has expired and you have not replaced it, apply to the DMS without delay.
Reasons for refusal and appeals
- The DMS will not issue the card if:
- you have exceeded the permitted period of stay in Ukraine, or there is an unenforced decision concerning you on return, deportation, or an entry ban
- you submitted incomplete documents or missed the application deadline
- you knowingly provided false information or forged documents
- your passport is counterfeit, damaged, or expired
- you have an unpaid administrative fine or another debt to the state or individuals
- you have another valid residence card, except in a replacement application
- security agencies have provided unfavorable information about you
- A copy of the refusal decision is sent to you by email or registered mail.
- Appeal: Within 30 calendar days after the decision is notified to you, you may file an administrative appeal with the DMS. Attach the documents supporting the requested change to the appeal. You may also bring an action before an administrative court.
