This page is for Turkish citizens who want to settle permanently in Ukraine. The path to permanent residence in Ukraine has two stages: first an immigration permit (дозвіл на імміграцію), then a permanent residence permit (посвідка на постійне проживання). Below you will find who can obtain an immigration permit, the documents, the 2026 fees, and the checks involved in marriage applications.

Two stages: immigration permit and permanent residence permit

  • The basis for a permanent residence permit is an immigration permit. A permanent residence permit is issued to a person who has obtained an immigration permit.
  • The permanent residence permit is valid for 10 years.
  • People living in Ukraine with a permanent residence permit may work without a work permit.
  • The immigration permit application is reviewed by the State Migration Service of Ukraine (DMS). If you live outside Ukraine, the application is submitted through a Ukrainian embassy or consulate.

War continues in Ukraine: The Ministry of Foreign Affairs of the Republic of Türkiye advises citizens not to travel to Ukraine unless necessary because of the war that has continued since 24 February 2022. The Embassy in Kyiv repeated this warning on 16 June 2025. Martial law (воєнний стан) is in effect in the country. Read the Embassy's current announcement before setting out (see U0.1).

  • Categories:
    • Scientists and cultural figures whose work is in Ukraine's interests
    • Highly qualified specialists and workers urgently needed by the Ukrainian economy; their accompanying spouses and children under 18
    • Persons investing at least USD 100,000 in the Ukrainian economy in foreign convertible currency
    • Full siblings, grandparents and grandchildren of Ukrainian citizens
    • Persons who were previously Ukrainian citizens
    • The spouse to whom the immigrant has been married for more than 2 years, the immigrant's children under 18 and dependent parents
  • The current text of the law also includes the following category: persons who have lived in Ukraine continuously for the last 5 years with a temporary residence permit. This route is open to those working with a work permit, employees of foreign companies and bank branches, founder-investors, religious ministers, correspondents, employees of technical assistance projects, participants in cultural and scientific programs, and their family members.

Checks in applications based on marriage

  • Marriage is not considered grounds for an immigration permit in the following cases:
    • one of the spouses received financial consideration for agreeing to the marriage
    • the spouses do not live together and do not have a shared life
    • the spouses had never met or communicated before marrying
    • there is no common language understood by both spouses
    • one of the spouses had previously entered into a marriage that was not considered grounds for an immigration permit
    • the spouses do not know personal information about each other, such as place of birth, education, employment, religion or close relatives
    • the spouse's presence during the application process was refused
    • one of the spouses did not give written consent to participate in the interview and written test
  • The DMS interviews the spouses. The interview may also be conducted by video link.
  • If the marriage is deemed fictitious and invalidated by a court decision, an immigration permit will not be issued.

Common mistakes

  • Expecting an immigration permit outside the quota before two years of marriage to a Ukrainian spouse have passed. Until two years have passed, you remain on a temporary residence permit (see U2.1).
  • Not applying for the permanent residence permit within 1 year after obtaining the immigration permit.
  • Submitting a criminal-record certificate obtained in Turkey without an apostille or translation.
  • Going unprepared to the marriage interview. Not knowing your spouse's personal information may be grounds for refusal.
  • Leaving an administrative fine unpaid. This is also grounds for refusal.
  • Missing the 30-day period for replacing the permit after martial law ends.

Frequently asked questions
