This page is for Turkish citizens who entered Ukraine visa-free and need to stay for more than 90 days. The visa-free stay in Ukraine may be extended only for the specific grounds provided by law. Below you will find how to calculate your period of stay, the steps for applying for an extension, the required documents, and the 2026 fees.

The 90/180 rule and calculating the period

  • Turkish citizens may stay in Ukraine visa-free with a passport or chip-enabled identity card for a maximum of 90 days within 180 days (see U1.1).
  • The SMS counts 180 days backward from the date of inspection. If you have not stayed for more than 90 days within these 180 days, you have not exceeded the permitted period.
  • You can calculate your remaining period using the SMS Migration Calculator (Міграційний калькулятор).
  • Foreigners under 18 are not registered at the border. The stay limits do not apply to them, and no extension is required.
  • If you plan to stay for a long time, the correct route is not an extension but a D visa and a temporary residence permit (see U2.1).

War is ongoing in Ukraine: The Ministry of Foreign Affairs of the Republic of Türkiye advises citizens not to travel to Ukraine unless necessary due to the war that has continued since 24 February 2022. The Embassy of Türkiye in Kyiv reiterated this warning on 16 June 2025. Martial law (воєнний стан) is in effect in the country. Read the Embassy’s latest announcement before setting out (see U0.1).

Application step by step

  1. Prepare your supporting document: for example, a medical report, inheritance file, or immigration permit application document.
  2. Apply together with the host party. The host party (приймаюча сторона) is the person or institution that invited or hosts you in Ukraine. The application must be submitted in person to the SMS unit at your place of stay.
  3. Pay attention to the deadline: the application must be submitted at least 3 business days before your permitted stay expires.
  4. If you apply later but before the period expires, you must document the circumstance that makes it impossible for you to leave the country.
  5. If you have already overstayed, your application will be accepted only after you and the host party have been fined administratively (see U2.4).
  6. Your biometric data will be collected during the application.
  7. A decision is made within 3 business days. The extension is recorded in your passport with a QR-coded mark. The validity of the mark can be checked on the SMS website.
  8. You cannot change your application after submitting it.
  9. The regional SMS unit may extend the period to a maximum of 180 days from your last entry. For applicants for an immigration permit or citizenship, the period is extended until the application is reviewed. The Head of the SMS decides on other extensions.

Refusal and appeal

  • An extension is refused in the following cases:
    • you do not have sufficient financial means or a guarantee from the host party
    • there are serious indications that the purpose of your stay differs from the purpose stated in your application
    • you have not documented your grounds
    • state records do not confirm the information you provided
    • you knowingly provided false information or forged documents
    • you have an unpaid fine or debt, or an unenforced decision on return, deportation, or an entry ban
    • it is required for national security, public order, or public health
  • Appeal: Under the current text of the law, the administrative appeal period is 10 business days from notification of the decision. The SMS website states this period as 10 calendar days. To avoid losing your rights, appeal within 10 calendar days. You may also apply to a court.
  • If the reason for refusal is eliminated, you may reapply within 10 calendar days after the refusal decision.

Common mistakes

  • Requesting an extension for tourism or business purposes. These purposes are not among the grounds for extension.
  • Leaving the application until the last 3 business days.
  • Not bringing the host party to the application.
  • Trying to “reset” the 90 days by leaving Ukraine and re-entering. The period is calculated at each inspection by looking at the previous 180 days.
  • Requesting an extension after exceeding the permitted period. A fine is imposed first.
  • Submitting documents brought from Türkiye without an apostille or translation.

Frequently asked questions

  • Do I also need an extension for my child? No. Persons under 18 are not registered at the border, and the stay limits do not apply to them.
  • If I leave Ukraine and immediately re-enter, will the 90 days start again? No. The previous 180 days are counted at each inspection. If you have used up 90 days during this period, you will have overstayed.
  • I applied for an immigration permit. What will happen to my period of stay? You may request an extension of your stay until your application is reviewed.
  • How can I prove the extension decision? A QR-coded mark is placed in your passport. This mark can be checked on the SMS website.
  • For how long is it extended? For as long as the grounds continue. The regional SMS unit may extend it for up to 180 days from your last entry.
