Moscow authorities have required cafes, shops and other businesses to decorate their facades, storefronts and entrances for New Year by November 1. Businesses in the Novogireyevo and Izmailovo districts in the east of the capital were among those that received notifications.
The early decorations are linked to the start of the city’s “Winter in Moscow” festival, while the lighting is intended to account for the short daylight hours. Recommended decorations include string lights, LED panels, illuminated three-dimensional figures, light fountains and artificial fir trees.

Fines of up to 50,000 rubles
Article 8.6 of Moscow’s Code of Administrative Offenses provides for a warning or a fine of 10,000 to 50,000 rubles for legal entities that violate the city’s appearance requirements. It has not been stated that every business without New Year decorations will be fined automatically. The mayor’s office has not yet commented on the possible fines.
Business owners have expressed dissatisfaction with the decorations appearing so early but say they have to comply. They also received similar notifications a year earlier.
