Grigory Churbakov, the beneficial owner of Riel-Stroy, was detained in an investigation into water treatment plant projects in the urban settlement of Karabash, in Russia’s Chelyabinsk region.
The Federal Security Service’s Chelyabinsk regional directorate said Riel-Stroy was the main contractor for the construction and renovation of water treatment plants under municipal contracts in Karabash.
Investigators suspect that Churbakov and Aleksandr Kirilov, the company’s former executive who was detained earlier, misappropriated public funds on a particularly large scale in projects carried out under the “Clean Water” state program. The program was implemented as part of the “Housing and Urban Environment” national project.
Scope of the investigation
The Chelyabinsk Regional Investigative Committee opened a criminal case against Churbakov after the results of the security service’s operational work. The investigation is being conducted under Part 4 of Article 159 of the Russian Criminal Code, which covers fraud on an especially large scale.

A search was conducted at the suspect’s residences and workplaces. The process of determining the judicial supervision measure to be applied to him is continuing.
The security service said that Churbakov, who was detained, was Riel-Stroy’s beneficial owner and controlled the company’s operations.
