Russian President Vladimir Putin has proposed a three-way summit with U.S. President Donald Trump and Chinese President Xi Jinping to discuss a deal to end the war in Ukraine, The Wall Street Journal reported. Ukrainian President Volodymyr Zelensky would not be invited.
According to the newspaper, Putin raised the idea in an Oct. 9 phone call with Trump, the same call that produced the U.S.-Russian diesel deal. The Journal cited a former Russian intelligence officer.
Shenzhen, Nov. 18-19
The Kremlin has suggested holding the meeting on the sidelines of the APEC summit in Shenzhen, China, on Nov. 18-19. People familiar with Moscow-Beijing discussions said China has indicated it would not object if Trump agrees, though Chinese officials worry the meeting could overshadow the APEC agenda and strain Beijing’s ties with Europe.
“China wants to be seen as the pivot of the great powers, and potentially as a mediator between the U.S. and Russia,” said Yun Sun of the Stimson Center.

Trump has not agreed
A senior U.S. official told the Journal that Trump had not agreed to the summit but could be receptive, given his promise to end the war. Kremlin spokesman Dmitry Peskov told the paper: “There is no clear understanding yet regarding the meeting itself or its potential agenda, although all three parties acknowledge the hypothetical possibility of such a meeting taking place.”
According to the Journal’s source, Putin has “broad, if unrealistic” ambitions for the format, including a second Yalta-style division of the world into spheres of influence. A summit deciding Ukraine’s fate without Kyiv or Europe would be unprecedented and has alarmed Ukrainian and European officials, the paper said.
Trump again criticizes Zelensky
The report came as Trump renewed his criticism of Zelensky. After Ukrainian drones struck an oil terminal in St. Petersburg, Trump wrote on Truth Social that Zelensky was targeting diesel refineries in Russia, seriously hurting world diesel markets, including in the United States. “He doesn’t want to end this war, and probably never did,” Trump said.
Zelensky said earlier that easing sanctions only “encourages” Putin.
