The fourth Eurasian Security Conference will be held in Minsk, the capital of Belarus, on November 3-4, Russian Foreign Minister Sergey Lavrov said.
Lavrov made the announcement during the plenary session of the conference on security in Central Asia and Afghanistan organized by the Collective Security Treaty Organization, the Shanghai Cooperation Organisation and the Commonwealth of Independent States. The Russian minister said the meeting in Minsk was important for continuing the work.
At the same conference, Lavrov said Russia would continue providing economic and humanitarian assistance to the people of Afghanistan within its capabilities. The Russian minister said they also welcomed similar aid initiatives by Afghanistan’s neighboring countries.

Lavrov said: “Eurasia’s common security will benefit if it rests on a solid economic foundation.”
Charter on multipolarity is being prepared in Eurasia
Lavrov said Russia was working with Belarus, its allies in Central Asia and other partners to prepare a charter on diversity and multipolarity in Eurasia. He said the preparation process began on the sidelines of the United Nations General Assembly held in New York in September.

The Russian foreign minister said the initiative belonged to Belarus and that the draft being prepared was innovative and framework-oriented.
Lavrov said it had been proposed to launch a discussion aimed at establishing the political, legal and conceptual foundations for interstate interaction in the field of security across the continent, based on the ideas in the draft.
