Türkiye has proposed a new plan to ensure the safe passage of Russian and Ukrainian vessels carrying grain through the Black Sea. The Russian side said diplomatic contacts on the initiative are continuing.
Under the proposal, a safe route would be established along the coasts of Romania and Bulgaria for vessels carrying Ukrainian grain, while vessels carrying Russian grain would use a route along the coasts of Georgia and Türkiye.

The plan also provides for the protection of grain storage facilities, port terminals and loading infrastructure from attacks. It further proposes creating a registration and monitoring system to confirm the civilian nature of the vessels and the cargo they carry.

Under the proposed mechanism, Türkiye would serve as coordinator and mediator between the parties.
Maritime security in the Black Sea has again come under the spotlight amid attacks on commercial vessels and port infrastructure, creating additional risks for grain exports and international shipping.

Türkiye would serve as a mediator.
Russia and Ukraine remain major players in the global grain market, making the security of routes through the Black Sea important for international food supplies as well.
Türkiye previously served as a mediator under the Black Sea Grain Initiative. Diplomatic contacts over the new proposal are continuing, but no final agreement between the parties has been announced.
