Investigators from the Main Directorate of the Russian Interior Ministry for the Rostov Region opened a criminal case against 23 residents of different regions over organizing and participating in a criminal community. Investigators allege that the group facilitated an illegal migration channel. Irina Volk, an official spokesperson for Russia’s Interior Ministry, announced the case.
Investigators said that since 2024, the suspects had facilitated the illegal entry into and stay in Russia of citizens from countries in the Asia-Pacific region and the Middle East. Controlled companies submitted false information to migration authorities about the purpose of the visitors’ trips, while migrants were issued invitations as highly qualified specialists.

Foreign nationals moved around the country without oversight
“The receiving party failed to fulfill its legal obligations, allowing foreign nationals to move around Russia without oversight or use the country as a transit route to European states,” Volk said. The FSB’s Public Relations Center said the migrants were told they would earn 250,000 rubles a month, while they actually received about 60,000 rubles.
According to Kommersant, the center of the scheme was Bulava LLC, a sewing factory in Shakhty that produced workwear and uniforms. Many migrants did not work at the factory but left for other regions or countries, including to work at marketplace companies. The publication’s source said the sewing workers were brought from Pakistan, Sri Lanka, India and Syria.
Factory assets seized
The case is being investigated under Articles 159, 174.1, 187, 210 and 322.1 of the Russian Criminal Code. Twenty-one suspects have been placed in pretrial detention, while two others are under house arrest. Law enforcement officers conducted 65 searches in six regions. Volk said the seized documents contain information on more than 2,000 foreign nationals who illegally arrived in Russia.
At the investigator’s request, assets belonging to the sewing company in Shakhty worth more than 140 million rubles were seized to compensate for the damage.
