Russia's Interior Ministry issued about 215,300 work permits to foreign nationals from January through September 2026. That was 21% more than during the same period last year, according to ministry statistics cited by Vedomosti.
Nearly 84.5% of the permits were issued in the Central, Far Eastern and Northwestern federal districts. The largest number of documents were issued in St. Petersburg and the Leningrad Region, with 51,400.

Work permits apply to visa-required migrants
Foreign nationals who enter Russia with a visa receive work permits. Citizens of visa-free countries outside the Eurasian Economic Union work under patents.

The authorities are preparing to shift to a mechanism for the organised recruitment of foreign workers, under which migrants will arrive for specific employers through an Interior Ministry registry. Kommersant reported that its launch has been postponed from January 1 to March 1, 2027.
