Russia's government has set the 2027 quota for temporary residence permits (RVP) for foreigners and stateless persons at 3,010, down from 3,802 in 2026, TASS reported on Oct. 9, citing the government document.

The quota reserve was cut from 1,140 to 900. Moscow (500) and the Moscow region (250) kept their allocations, while St. Petersburg’s fell from 100 to 50 and the Leningrad region’s from 50 to 25.
The quota, set every year based on regional proposals and economic and migration conditions, caps how many foreigners can obtain an RVP in a year.

It also applies to Turkish citizens applying under the general procedure. Some foreigners can obtain an RVP outside the quota, such as spouses of Russian citizens married for at least three years.
