Andrey Kutepov, Chairman of the Russian Federation Council (Sovfed) Economic Policy Committee, sent a letter to Dmitry Grigorenko, Chief of the Government Office and Deputy Prime Minister of Russia, containing support proposals for small and medium-sized enterprises (SMEs).
In the letter, Kutepov proposed raising the employee threshold for the automatic simplified taxation system (AUСN). The current limit for micro-enterprises is set at 5 employees. Kutepov stated that this limit 'creates an artificial barrier to scaling businesses and restricts the development of small firms.'
Changes to the Automatic Simplified Taxation System
The senator recommended raising the employee limit for micro-enterprises from 5 to 15 and increasing the income limit to 60 million rubles, citing high demand for the AUСN system among SMEs and the ease of tax administration. He also proposed extending the trial period of the special tax regime for AUСN.
Demands Regarding the Patent Tax System
Kutepov noted that reducing the income threshold for the patent tax system from 60 million rubles to 20 million rubles, and then to 10 million rubles, increased the tax burden on businesses using the system and raised their VAT accounting costs.
He explained that this situation has led to demands from the regions to slow down the reduction of the income threshold for the patent tax system.
Support for Manufacturing Sectors and Insurance Premiums
To support SMEs operating in manufacturing sectors, it was proposed to expand the application of a single reduced insurance premium rate for a range of light industry activities.
Kutepov recalled that subsidies from the federal budget to support SMEs were previously provided to cover businesses' equipment acquisition costs. He said, 'Returning to this practice will enable small businesses to modernize outdated technology and increase production capacity without making large investments.'
Tax Exemption for Grants and Subsidies
The senator also proposed exempting grants and subsidies received by SMEs from budgets at all levels from taxation.
