Russia is preparing to introduce a new control system to prevent tax losses in light industry imports. The Ministry of Industry and Trade, the Federal Tax Service (FNS), and the Federal Customs Service (FTS) plan to test a new inspection mechanism by the end of this year.
According to a draft minutes of a state commission meeting obtained by the Izvestia newspaper, the three agencies will compare the customs value of imported goods, taxes paid, and labeling system data in an integrated manner. This integration will enable the detection of underdeclaration and tax loss cases.
In the planned system, the customs value declared to the FTS, the tax payment records of the FNS, and labeling information on the release of products to the market will be combined. The agencies assess that significant discrepancies among these three indicators could point to underpayment of customs duties.
The trial is being launched to address the frequent misdeclaration of the value of foreign goods. The test results are expected to be presented in the fourth quarter of 2026.
A representative from the Center for Advanced Technology Development told Izvestia that their data systems could be technically integrated with the FNS and FTS systems.
