Russia has launched a new tax refund program for families aimed at strengthening its demographic security. State Duma deputy Valeriy Seleznev announced that applications began to be accepted as of June 1, 2026.
Seleznev told RIA Novosti, "This measure allows working parents to get back part of the income tax they paid. It is essentially a tax refund (cashback) and reduces the real income tax rate for these families from 13 percent to 6 percent."
How is the tax refund calculated?
The state recalculates the paid income tax at a rate of 6 percent and refunds the 7 percent difference to the family based on the official annual income.
Who can apply?
To benefit from this support, parents, guardians or custodians must be raising at least two children under 18 (or up to 23 if in full-time education), be Russian citizens and permanently reside in the country, and have paid income tax at a rate of 13 percent in 2025. Additionally, the family's per capita income must not exceed 1.5 times the regional subsistence minimum; they must have no alimony debt, and the family's assets must meet the established criteria.
Seleznev highlighted a key difference from other support programs: "If both parents are officially employed and pay taxes, the family will receive two separate payments."
Application steps
Applications are accepted until September 30, 2026. Citizens can submit their applications through the State Services (Gosuslugi) portal, multifunctional centers (MFC), or the Social Fund customer service at their place of residence.
The deputy said, "In most cases, the applicant only needs to submit a petition; the decision is made within 10 working days. Since this benefit is not applied automatically, it is essential to apply."
