Russia's plan for drone infrastructure will cover 35 regions by 2030. Rosaviatsiya Deputy Head Andrey Potemkin announced the target at the international forum titled “Rostki: Russia and China — mutually beneficial cooperation,” held in Kazan.
Infrastructure is being developed in Tatarstan and the Far East
Potemkin said Tatarstan is among the first regions where drone infrastructure is being established. The republic could become a hub for developing the low-altitude economy, including the use of drones in logistics, transportation and other fields.
The Rosaviatsiya deputy head said similar infrastructure was also being developed in Russia's Far Eastern region.
About 178,000 flights were conducted in 2025
About 178,000 drone flights were conducted in Russia in 2025. The number of flights increased by approximately 20 percent compared with the previous year.
Approximately 160,000 light drones and about 1,000 heavy drones are registered in the country.
Fourteen developers and 182 operators certified
Rosaviatsiya certified 14 drone developers and 182 operators. The agency also issued certificates for eight different types of drones.
About 30 drone projects are at various stages of the certification process.
Transportation and logistics system targeted
The expansion of infrastructure is seen as one element of a new transportation and logistics system in which drones will be used for transportation, monitoring and other civilian purposes. This approach is being pursued alongside the goal of developing the low-altitude economy.
The 4th International Forum titled “Rostki: Russia and China — mutually beneficial cooperation” is being held in Kazan from August 16 to 19. The forum program includes numerous sessions devoted to economic and technological cooperation.
