Vladimir Putin said Moscow would not limit its response to a specific maritime area if Russian merchant ships were seized. The Russian president said the response could take place anywhere in the world, including in different maritime areas in the Pacific region.
Putin made the remarks on August 12 during the final stage of a Pacific Fleet exercise. He alleged that some countries were attempting to restrict the movement of ships operated by Russian economic entities in violation of international maritime law.
Seizures and the possible sale of cargo
The Russian leader said the sale of cargo carried by the ships following their seizure was also among the possibilities under discussion. He argued that such an action would amount to piracy and robbery.
Putin reiterated that measures against such steps targeting Russian ships would not be limited to the same maritime area. He said the actions of Western countries were increasing the potential for conflict in the region.

Focus on NATO and weapons systems
The Russian president said NATO had entered the region and that new military and political blocs were being formed. He argued that new weapons systems that could pose a threat to Russia had been deployed or were planned for deployment.
Putin said Russia aimed to strengthen its security and added that it was ready to seek mutually acceptable compromises with neighboring countries and partners.
