Russian President Vladimir Putin said the United Nations must work more effectively at the Shanghai Cooperation Organisation Plus meeting in Bishkek. Putin called for broader representation of Global South and East countries in UN bodies, particularly the Security Council.
Putin said the meetings had now become an established tradition, reflecting the international community's growing interest in the Shanghai Cooperation Organisation's activities.
Call for greater representation and effectiveness at the UN
Putin said the UN's potential had not yet been fully realized. He said the effectiveness of the organisation's activities should be increased, the representative capacity of its bodies expanded in favour of Global South and East countries, and the UN adapted to fundamental changes in global politics and the economy.
The Russian president said the United Nations should retain its central role in world affairs in the future. He recalled that the UN was established after the Second World War as states sought to create a balance among their interests and agree on the basic rules of interstate relations.
Emphasis on a multipolar world order
Putin said this approach meant creating a new, genuinely fair and multipolar world order. He said countries were increasingly seeking to determine their own futures independently and defend their legitimate interests.
Putin said the UN must remain the main mechanism for reconciling interests and that no organisation should become a structure serving the interests of a single country or group of countries. He said there was no other mechanism in the world capable of replacing the UN in reconciling interests.
Cooperation based on equality
Putin said countries were open to honest, mutually beneficial cooperation based on respect for one another's interests, values, cultures and traditions.
The Russian president described as timely the title proposed by Kyrgyzstan's chairmanship: “The UN as a fundamental element of a fair world order: the contribution of Shanghai Cooperation Organisation Plus countries to the formation of a multipolar world.”
The UN Charter and regional structures
Putin stressed that the UN Charter should remain the fundamental source of international law. He said the new multilateral regional structures gaining strength in Asia, Africa and Latin America were part of the architecture of a multipolar world.
Putin identified the Shanghai Cooperation Organisation as one of these structures. He expressed hope that the meeting would strengthen friendly relations among participating countries and expand cooperation in various fields.
