The status of Russian and Belarusian motorsport participants in international competitions changed with a decision adopted by the FIA on Friday. Drivers, national teams, teams, individual competitors and officials may now participate in international and regional events without any participation restrictions.
The FIA's new regulation also made it possible for the two countries' national identity symbols to return to competitions. The flags, colors and symbols of Russia and Belarus may be used on racing attire, equipment and vehicles, while the national anthems may also be played at international and regional competitions.
Neutrality requirement ends
The FIA World Motor Sport Council had imposed measures on Russian and Belarusian competitors after Russia's war against Ukraine began in February 2022. These measures prohibited the display of national symbols and the use of national anthems, while also requiring participants to sign a commitment to neutrality.
The latest decision removes the requirement to sign a commitment to neutrality. The FIA announced that the participation of drivers, teams, individual competitors and officials in international and regional competitions would no longer be restricted by this condition.
Laws of host countries will apply
The FIA said the new participation regulation did not change the requirement to comply with international, national and local laws and regulations in the countries where competitions are held. The federation stated that it would continue monitoring developments in Ukraine and retained the right to take further measures when necessary due to sanctions or contractual obligations.
Ban on events in Russia and Belarus remains
The FIA's decision does not cover the ban on hosting international motorsport events in Russia and Belarus. Formula 1 terminated its contract with the organizer of the Russian Grand Prix in March 2022 and ended plans for future races in the country.
Sochi Autodrom hosted the Russian Grand Prix from 2014 to 2021. The Igora Drive circuit, located outside St. Petersburg, had been planned as the event's new venue in 2023.
