Azerbaijani Foreign Minister Jeyhun Bayramov, who represented his country at the 13th summit of the Organization of Turkic States (OTS) in Ankara instead of President Ilham Aliyev, said the process of normalizing relations between Azerbaijan and Armenia was continuing and that de facto peace had been established in the region.
Bayramov said Armenia must take the necessary political and legal steps to sign a peace treaty in order to achieve lasting and reliable peace in the South Caucasus. He noted that around 100,000 people now live in the liberated territories following the end of nearly 30 years of occupation.

Middle and Zangezur corridors
The Azerbaijani foreign minister emphasized that developing the Middle Corridor, implementing the Zangezur Corridor and strengthening transport links between the countries would expand their economic opportunities. He said the main goal was to use these opportunities not only for transit, but also for trade, industrial cooperation and investment.
Bayramov noted that Azerbaijan, as a reliable supplier of traditional energy resources, could play a role in creating green energy and digital links between Central Asia and Europe. He said Azerbaijan remained a space of stability and security amid global and regional tensions.
Türkiye takes over chairmanship
Azerbaijan held the OTS chairmanship from the summit in Gabala, whose main themes were regional peace and security. Bayramov wished success to Türkiye, which assumed the chairmanship, and congratulated the organization’s new secretary-general, Mirvohid Azimov.
The minister also supported the “OTS+” format to expand cooperation with third countries and international organizations and called for continued joint efforts to secure observer status for the OTS in the United Nations General Assembly.
Erdogan received Bayramov
On the same day, Turkish President Recep Tayyip Erdogan received Jeyhun Bayramov at the presidential complex in Ankara. Details of the meeting were not disclosed by the Turkish presidential administration.
