The United States is studying Türkiye’s proposals for a partial ceasefire in the Black Sea that would ensure the safe delivery of grain. U.S. Secretary of State Marco Rubio made the statement at a press conference held during the G20 foreign ministers’ meeting in Atlanta.
“We are studying the proposals that Türkiye sent us a week or two ago, and we will continue to assess them. We would like to achieve this: even if it does not bring the entire war to an end, it would at least resolve one of its aspects,” Rubio said.

Reference to the previous grain deal
Rubio said interest in using the Black Sea to meet global grain needs is growing again and that the issue is not new. “Türkiye consistently pursued this in the past, and at one point an agreement was even reached, but it was later broken up,” he recalled. The secretary of state declined to predict when a new agreement might be reached.
Communication channels with Moscow
Rubio said Washington continues talks with both Russia and Ukraine on ending the war. He stressed that, given the risk of escalation, it is important to maintain communication channels between the United States and Russia, and recalled Moscow’s large nuclear arsenal.

“We speak with the Ukrainians often, even more frequently than or at least as frequently as we speak with the Russian side. But we need to be able to speak with the Russians as well,” the secretary of state added.
