Algeria and Russia met in Moscow to strengthen economic and scientific cooperation. At the conclusion of the 13th session of the Algeria-Russia Joint Intergovernmental Commission held in the capital, agreements and memorandums of understanding were signed in various fields.
The meeting was co-chaired by Algerian Minister of State and Minister of Hydrocarbons Mohamed Arkab and Russian Deputy Prime Minister Dmitry Patrushev. Following sessions attended by officials from both countries, the parties signed a government agreement on mutual administrative assistance in customs matters.
Broad spectrum of agreements from tourism to pharmaceutical industry
The signed documents included a memorandum of understanding on cooperation in tourism between Algeria's Ministry of Tourism and Traditional Crafts and Russia's Ministry of Economic Development. Additionally, Algeria's General Inspectorate of Labor and Russia's Federal Service for Labor and Employment signed a memorandum of understanding to develop partnership in labor inspection and employment.
In the pharmaceutical industry, a cooperation agreement on drug control was signed between Algeria's National Agency for Pharmaceutical Substances and an institute under Russia's Ministry of Industry and Trade.
Partnership in science and cultural heritage
Steps were also taken to deepen scientific and cultural cooperation. Algeria's National Higher School for Conservation and Restoration of Cultural Heritage and the Center for Rescue Archaeology under the Russian Academy of Sciences signed a memorandum of understanding on the preservation and restoration of cultural heritage.
In addition, agreements were secured between the Algerian Academy of Science and Technology and the Russian Academy of Sciences, as well as between the metrology institutions of the two countries.
Senior officials emphasize cooperation
Algerian Minister Arkab said the meeting reflected the strength of the historic friendly relations between the two countries and the depth of the strategic partnership. He noted that bilateral relations have been visibly strengthened since the declaration of a deepened strategic partnership following President Abdelmadjid Tebboune's 2023 visit to Russia.
Arkab invited Russian companies to expand their partnerships with their Algerian counterparts, stating this would contribute to technology and expertise transfer. He also expressed Algeria's welcome for Russian firms' participation in the 2026 international tender round.
Russian Deputy Prime Minister Patrushev highlighted the importance of extending cooperation to new high-value-added sectors. He emphasized the potential for joint projects in energy, industry, education, health and culture. Praising cooperation between Russian energy company Gazprom and Algeria's Sonatrach group, he noted that Russian firms are ready to strengthen their presence in Algeria's hydrocarbons sector and increase cooperation in renewable energy and modern technologies.
Algeria and Russia previously held the 12th session of the Joint Commission in Algeria in January 2025.
