Russia maintains a significant social support program for retirees with long careers in agriculture. State Duma deputy Nikolay Novichkov told RIA Novosti that those who have worked at least 30 years in farming, livestock or fishing, are receiving an old-age or disability pension, and live in rural areas are entitled to a 25% top-up on the fixed portion of their pension.
Novichkov stressed that citizens wishing to benefit from this right must apply to the Russian Social Fund, Multifunctional Centers (MFC), or through the State Services portal (Gosuslugi). He also noted that the extra payment is not stopped even if the retiree later moves to a city.
The deputy added that for individuals who worked in agricultural enterprises such as kolkhozes and sovkhozes before 1992, no specific occupational title is required. This provision is considered part of state policies aimed at strengthening social security for rural retirees in the post-Soviet period.
