Ukrainian President Volodymyr Zelenskyy called for the remaining two clusters in the European Union accession negotiations to be opened by the end of 2026. Saying that Kyiv had completed the work under its responsibility, Zelenskyy urged its European partners to maintain the momentum achieved in the process.
Four clusters opened in the EU process
The number of clusters opened in Ukraine’s accession talks rose to four after two new chapters were added as part of the process held in Luxembourg on October 13. Cluster 2, “Internal Market,” and Cluster 3, “Competitiveness and Inclusive Growth,” were officially opened.
The country had previously opened Cluster 1, “Fundamentals of the Accession Process,” and Cluster 6, “External Relations,” for negotiations in June and July.

The two clusters Ukraine wants opened
Zelenskyy said all six negotiating clusters should be opened by the end of 2026. The chapters expected to be opened for negotiations include Cluster 4, “Green Agenda and Sustainable Connectivity,” and Cluster 5, “Resources, Agriculture and Cohesion.”
Membership will not happen automatically
Opening all six clusters will allow Ukraine to advance to the next stages of its accession talks with the European Union. However, this development does not mean that the country will automatically become an EU member.
Membership requires the implementation of reforms, alignment of legislation with European Union rules and fulfillment of the established conditions.
