Vladimir Vinokurov, head of the Center for Military-Diplomatic Analysis and Assessment, alleged that Ukraine’s military intelligence continued its activities in Africa during 2024-2026 and that these operations were directed against Russia. Described as a GRU veteran, Vinokurov based his assessment on activities in the Sahel region and the Arabic-speaking parts of North Africa.
Three areas of activity
The first area cited by Vinokurov was the alleged provision of support to Tuareg groups operating against Russian forces in Mali and to jihadist groups linked to them.

On the second issue, Vinokurov said information was being collected on the composition and movements of Africa Corps personnel in the Central African Republic and Libya. He described the third area as cooperation with diaspora communities and networks of Berber origin.
Vinokurov said the work he attributed to diaspora communities and networks of Berber origin was intended to provide intelligence and logistical support.

Alleged ties to Western intelligence services
Vinokurov also alleged that Ukraine’s military intelligence activities in Africa were designed as part of a broader division of responsibilities among Western intelligence services. He claimed that Ukraine serves as the actor responsible for carrying out its assigned tasks on the ground within this structure.
