Türkiye is considering changes to the rules on the temporary import of foreign-plated vehicles. According to the Turkish business daily Ekonomim, the ruling Justice and Development (AK) Party is working on a draft that would allow Turkish citizens living abroad to use such cars in Türkiye for longer than two years.
Under the draft, owners who want to keep using their car in Türkiye after the two-year period ends would be able to extend it by paying a set tax for each additional year. The tax amount has not been announced, and work on the text is continuing.
Once completed, the draft will be reviewed under the chairmanship of Vice President Cevdet Yılmaz and then presented to President Recep Tayyip Erdoğan. Ekonomim said the issue was discussed at a meeting of the AK Party’s Central Executive Board in early October. The measure was among the pledges announced before the May 14, 2023, elections.
The current rules

Under current rules, a foreign-plated vehicle brought in under temporary import can stay in Türkiye for a maximum of 730 days, or two years. To be considered a resident abroad, the owner must have spent at least 185 days outside Türkiye during the previous year.
It is not yet clear whether the new rules would also cover foreign nationals, such as Russians who live in Türkiye and drive cars with Russian plates. Turkish press reports refer to Turkish citizens living abroad. The change has not been enacted, so the existing limits apply until it takes effect.
As part of the same package, the AK Party has also prepared a draft under which dual citizens who have completed compulsory military service in the country where they live would not have to serve again in Türkiye. Ekonomim said that bill is expected to be submitted to parliament in the coming days.
