Tatyana Butskaya, First Deputy Chair of the Family, Motherhood and Childhood Committee in the Russian State Duma, called for a change in student dormitory policy. In a statement to Parlamentskaya Gazeta, Butskaya said that dormitories should now be accessible not only to students from outside the city but also to local student families facing housing difficulties.
The deputy said, "It is important to rethink the dormitory format," and stated that offering affordable rental opportunities to such couples would create an effective incentive mechanism to support young families and strengthen the country's demographic situation.
Butskaya also announced that she supports the idea of a pilot project for 'university hotels' previously proposed by the Russian Ministry of Science and Higher Education. This new type of housing is known to aim to provide more comfortable living conditions while keeping costs at a reasonable level.
The deputy cited the 'Dom.RF' project in Tambov as a successful example. Butskaya emphasized that this project features well-planned apartments, quality finishes, security, and advanced infrastructure ranging from stroller parking to playgrounds.
