This page is for Turkish students who have been admitted to a Russian university or are studying in Russia. Below you will find information on how to obtain a student visa, mandatory procedures during the first 90 days after arriving in Russia, extending the period of stay, the temporary residence permit for educational purposes (РВПО), and the conditions under which students may work. For university applications, see R5.1.
Student visa: who issues it and what is required?
- You cannot study with an e-visa. An e-visa cannot be used for work or education (see R1.2). A student visa (учебная виза) is a consular visa.
- Invitation: The Russian Ministry of Internal Affairs issues the invitation at the request of the university where you will study. For students admitted under a quota, the Ministry of Science and Higher Education of Russia sends the visa instructions to the consulate in the city selected by the student.
- Validity: A student visa is issued for no more than 1 year.
- Application documents:
- the original invitation issued by the Internal Affairs authority (or the ministry instructions for a quota student)
- passport: valid for at least 1.5 years from the start of the visa and containing at least 2 blank pages
- signed electronic visa application form completed and printed on the Russian Foreign Ministry website
- 3.5 × 4.5 cm photograph: light-colored background, front-facing, without dark glasses or a hat
- for a visa longer than 90 days, an HIV test certificate issued no more than 3 months before the application
- fee receipt; health insurance policy if required
- The visa application is submitted to a consulate or an official visa center; the decision always belongs to the consulate.
- The spouse and children of a full-time student at a state university may also obtain student visas.
After arriving in Russia: the first 90 days
- Migration registration (7 working days): A notification of arrival must be submitted for the address where you stay within 7 working days after arrival. If you stay in a dormitory, the host party (принимающая сторона) is the university; if you stay in a home you rented yourself, it is the landlord. Details: see R2.1.
- Medical examination (30 days): Foreign nationals arriving for more than 90 days must undergo an examination at an authorized medical institution within 30 calendar days of entry. The examination is repeated every year: within 30 days after one year has passed since the previous examination. If you underwent an examination in Russia within the year before entry, the initial examination is not required.
- Fingerprints and photograph (90 days): Foreign nationals arriving for more than 90 days for purposes other than work must have their fingerprints taken and photograph recorded by the Internal Affairs authorities within 90 calendar days of entry. This is done once.
- University notification: The university notifies the regional education authority of your arrival within 3 working days.
- Purpose-of-entry check: Since June 30, 2026, the purpose of entry of those arriving to study or work may be checked during migration procedures (see R1.6).
- Health insurance: see R7.1.
If you miss the deadlines, your period of stay will be shortened: The period of stay in Russia of a foreign national who fails to fulfill the obligation to provide fingerprints, have a photograph taken, or undergo a medical examination will be shortened. If drug use or an infectious disease on the list is detected during the examination, a decision may be made to shorten the period of stay and prohibit entry.
Extending the visa and period of stay
- The period of stay of a student enrolled in a full-time or mixed (очно-заочная) accredited program is extended until the end of their studies. For preparatory faculty students, it is extended until the end of the preparatory course.
- The university submits the application: The university must apply to the Internal Affairs authorities for an extension at least 20 days before your period of stay expires.
- Fees (2026): A multiple-entry visa issued or extended in Russia costs 6,000 rubles; an exit visa or exit-and-entry visa costs 2,000 rubles.
- If you change universities: The new university that accepts you assumes the obligations and submits the extension application. If you change programs, your period of stay may be extended without leaving the country.
- After graduation: To enroll in a higher-level program (for example, from a bachelor's program to a master's program), your period of stay may be extended for no more than 30 days.
- If education ends or is interrupted: The university notifies the Internal Affairs authorities of academic leave, graduation, or expulsion within 3 working days. Completion or interruption of education is grounds for shortening your period of stay.
Temporary residence permit for educational purposes (РВПО)
- Who can obtain it? Foreign nationals studying full-time in a state-accredited bachelor's, specialist, master's, residency (ординатура), assistantship-internship in the arts, or doctoral program at a state university or state scientific organization. It is not subject to a quota.
- Application: Apply personally to the Internal Affairs authority in the region where you study or through Gosuslugi, together with your enrollment certificate. Fingerprints are taken; a medical examination is mandatory.
- Validity: The duration of the program plus 180 days. A decision is made within 2 months.
- Fee: 8,000 rubles.
- No annual notification: РВПО holders do not submit the annual notification required for a regular РВП.
- If you change universities: Within 30 days after expulsion, you must submit to the Internal Affairs authorities a document proving your enrollment at the new university.
- After graduation: Those who studied with an РВПО and graduated may apply for a residence permit (ВНЖ) without obtaining an РВП within 3 years (see R4.2).
- An employment contract with an РВПО holder ends when the permit expires.
The student's right to work
- Students studying at a vocational school, university, or scientific organization in Russia may work without a work permit in the following situations:
- during vacation periods
- outside class hours at their own educational institution or at companies established by it
- if enrolled full-time in a state-accredited program (vocational school, bachelor's, specialist, master's, residency, or doctoral program), outside class hours
- These exceptions do not apply to those who came to Russia with a work visa and study alongside their work.
- Employer's obligation: The employer who employs you must notify the Internal Affairs authorities that the contract was concluded and terminated within 3 working days.
- If education is interrupted: The employment contract of a student who leaves the school or is expelled ends.
- Working outside these conditions is unauthorized work and may result in a fine and deportation (see R3.5).
Options after graduation
- Graduation with honors: Those who complete full-time accredited higher education in Russia with honors may apply directly for a residence permit (ВНЖ).
- Citizenship: Those who graduate with honors or work for a total of at least 1 year in the field in which they graduated may apply for citizenship without waiting 5 years and without meeting the language and history requirements (see R4.4).
- Russian-language certificate: A diploma obtained through the state final examination in Russia replaces the Russian-language, history, and law certificate (see R4.3).
- Recognition of a diploma in Türkiye: see R5.3.

Common mistakes
- Planning to enter with an e-visa and switch to a student visa in Russia.
- Failing to ensure that the passport is valid for 1.5 years from the start of the visa.
- Bringing an HIV test certificate issued more than 3 months earlier.
- Missing the deadlines for the medical examination within 30 days and fingerprinting within 90 days after entry.
- Forgetting that the annual medical examination must be repeated.
- Leaving the extension application until the last week. The university must apply at least 20 days in advance; submit your documents on time.
- Working outside vacation periods, outside the school, or while enrolled in a non-full-time program.
- Continuing to stay in Russia after leaving school.
Frequently asked questions
- How many times can I leave and re-enter with a student visa? This depends on the type of your visa. With a multiple-entry visa, you may enter and leave multiple times during the visa's validity; the fee for a multiple-entry visa issued in Russia is 6,000 rubles. Ask the international student office about the type and validity of your visa.
- Can I work part-time? If you are enrolled in a full-time accredited program, you may work outside class hours without a work permit. Your employer must notify the Internal Affairs authorities within 3 working days.
- Can I work while studying at the preparatory faculty? The broad exception in the law (working for any employer outside class hours) applies only to full-time students in accredited vocational and higher education programs. If you are in a preparatory program, ask your university about the exceptions for vacation periods and work within the school.
- Should I obtain an РВПО? It is not mandatory. An РВПО allows you to study without dealing with annual visa extensions and to apply directly for a ВНЖ within 3 years after graduation.
- Can I stay in Russia after graduating? You may obtain an extension of up to 30 days to enroll in a higher-level program. For permanent residence, consider the РВПО, ВНЖ, or work permit routes (see R4.2, R3.1).
- What happens if I leave school? The university notifies the Internal Affairs authorities within 3 working days, your period of stay is shortened, and your employment contract ends. If you do not leave the country on time, you will violate the rules of stay (see R2.5).
