Russian President Vladimir Putin mocked Estonian Defense Minister Martin Herem over remarks about a possible preemptive strike on Russia. “This is one of those cases when, as we jokingly say, the circus has left but the clowns remained,” Putin said on September 25 at the United Cultures Forum in St. Petersburg, calling the Estonian minister’s words political clownery.
Herem said during a lecture at the University of Tartu on September 18 that, from an economic point of view, it would make sense for Estonia to attack Russia itself. He later said he had spoken “half in jest.”
