The Moscow Health Department's Smart Hospital Admission project is digitizing the hospital referral process in the city, allowing patients to choose a suitable healthcare facility themselves. Patients can also continue communicating with their doctors until treatment is completed.
Murad Taibov, a cardiologist at Moscow City Polyclinic No. 134, said that when a decision is made to admit a patient, an electronic application is recorded in the Unified Medical Information and Analytical System (EMIAS). The application is sent simultaneously to all city hospitals providing services in the relevant specialty.
Hospitals evaluate the applications and prepare admission offers within 15 days. These offers include confirmed admission dates. Patients can compare the offers through the EMIAS.INFO app and choose the option that suits them. Location, how quickly treatment can begin and personal preferences determine their choice.
The digital system brings applications together in one channel
Under the project, patients do not need to apply to each hospital separately. This method provides particular convenience for people who face limitations in accessing healthcare services.

After the examination, the doctor assesses the need for hospital admission and creates the application. The case is then sent for a continuous citywide online consultation. In complex cases, Moscow's chief specialists in the relevant fields of medicine also take part in the assessment process.
Offers containing hospitals' admission dates and conditions are transferred to the EMIAS.INFO app. Form 057-U, required for a consultation or hospital admission, is prepared automatically by the system.
The project is used in six specialties
The Smart Hospital Admission application is used in various specialties, including surgery, traumatology, urology, cardiology, ophthalmology and neurology.
In 2026, the application reduced the waiting time for hospital admission by 1.5-fold. The project aims to make the transition from a polyclinic to a hospital more transparent and convenient for patients.
