Uzbek President Shavkat Mirziyoyev said ongoing armed conflicts in different parts of Asia pose a serious threat to security, the global economy and the well-being of millions of people, and called for political and diplomatic means to be pursued as a solution.
Speaking at the 7th Summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA), held in Baku, the capital of Azerbaijan, Mirziyoyev proposed preparing a concept to establish a security infrastructure among Asian countries.
"When dialogue weakens, the risk of making wrong decisions increases. Therefore, we must do everything possible to prevent political disputes from turning into armed conflicts."
The Uzbek president said all conflicts and disputes must be resolved exclusively through peaceful, political and diplomatic methods, on the basis of international law and respect for the interests of the parties. Mirziyoyev also expressed concern about the situation in the Middle East, particularly the humanitarian crisis in Gaza, and called for peace and stability to be restored in the region as soon as possible.

Security and connectivity plan for CICA
According to Mirziyoyev, CICA should play a key role in establishing a sustainable security system among Asian states. He called for the proposed concept to define the conference’s development priorities and include concrete steps to strengthen connectivity and cooperation among countries.
Mirziyoyev listed joint transport and energy projects, trade development, digital connectivity, and cultural and humanitarian exchanges among the framework’s main areas. He said trust among states should become a lasting and solid foundation for relations, independent of prevailing political conditions.
Joint mechanism for artificial intelligence and climate
Pointing to rapid technological advances, Mirziyoyev said artificial intelligence must be used responsibly and the technological gap among countries must be reduced. To this end, he proposed establishing an expert platform within CICA where experts from member countries would prepare joint recommendations and coordinate practical measures.

Mirziyoyev also called for a partnership on climate resilience. He said the partnership would contribute to implementing water-saving technologies, developing green energy and continuously monitoring the state of the environment.
Tashkent’s hosting proposals
Mirziyoyev announced that Uzbekistan was ready to host the Human Potential Development Forum in 2027. He said the meeting would address new opportunities for young people and women, access to quality education, and the protection of human rights during the era of digital transformation.

Mirziyoyev also proposed preparing a two-year action program to systematize CICA’s cooperation in the humanitarian field and recalled that Uzbekistan would host the 20th Summit of the Non-Aligned Movement in 2027. Saying that his country would hold the organization’s chairmanship until 2030, Mirziyoyev stated that the summit in Tashkent would be important for strengthening international cooperation and preventing conflicts.
The Uzbek president said the Non-Aligned Movement and CICA share many common goals and principles, and announced his support for strengthening CICA’s institutional structure and preparing the organization’s charter.
Mirziyoyev also congratulated Laotian President Thongloun Sisoulith on Laos gaining CICA membership status. Mirziyoyev expressed support for the Azerbaijani representative’s candidacy for the organization’s secretary-general position and welcomed Baku’s intention to continue holding the CICA chairmanship until 2028.
