Russian regional governors used Max more than any other platform for breaking news and announcements in 2026. A study by the Polilog consulting group, cited by Vedomosti, found that 81% of the announcements included in the comparison were published on the platform first and then cross-posted to VKontakte.
Max has channels for 88 governors. The regional leaders’ combined following on the platform reached 2.85 million by the end of the app’s first year. Max is particularly prominent as the first platform for breaking announcements by governors in Russia’s border regions.
Cross-posting to VKontakte takes 7 minutes and 16 seconds
Republishing an announcement from Max on VKontakte takes an average of 7 minutes and 16 seconds. Governors’ channels generally repeat the same content across different platforms, while an average of 6.4% of posts on Max consist of original content. On some governors’ channels, the share of original posts reaches 90%.

Security and education lead governors’ announcements
Governors have a combined following of 6.25 million on VKontakte and 743,000 on Odnoklassniki. Their announcements most often concern support for participants in the special military operation, security, education, roads, transportation and social assistance.
The study found that governors’ accounts on digital platforms are increasingly moving away from serving as regional media outlets and becoming tools for direct communication with the public. The next stage is expected to involve integrating social networks with regional services, improving feedback mechanisms and monitoring whether requests are fulfilled.
