Dunay Badirhanov, Deputy Chairman of the Board of Azercosmos, said the space partnership between Türkiye and Azerbaijan was expanding during the 77th International Astronautical Congress organized by the International Astronautical Federation.
Badirhanov said they were pleased to participate in the congress on behalf of the Azerbaijan Space Agency. He said the event, held under the theme “The world needs more space,” demonstrated the importance of space activities, science, technology, innovation and international cooperation.
Azerbaijan sent a delegation of nearly 100 people to the congress
Badirhanov said Azerbaijan was represented at the congress by a delegation of nearly 100 people and that, in terms of the number of participants, it was the largest event among the congresses they had attended over the past decade.
Noting that young scientists made up the majority of the delegation, Badirhanov said interest in the field had increased after Azerbaijan hosted the International Astronautical Congress in 2023.
Badirhanov said they had formed a national scientific group together with the space academy and announced that Azerbaijan ranked second after Türkiye among 108 countries that submitted applications with paper abstracts. He said the result demonstrated the interest in space activities in Azerbaijan and the outcomes of international cooperation.
Turkic states continue joint space projects
Badirhanov said the “Framework Agreement on Launching Cooperation in the Space Industry,” signed by Türkiye, Azerbaijan, Uzbekistan and Kazakhstan, provided a legal basis for joint efforts. He said the agreement would enable cooperation to expand in the future.

Badirhanov said talks among the heads of the space agencies of the Organization of Turkic States’ members had continued since 2021 and that the partnership was advancing in various fields. Describing the development of space capabilities as one of the most successful areas of cooperation, Badirhanov said member countries sent young students every year to space camps in Bursa and Izmir.
Badirhanov also described the CubeSat project developed with the participation of all the countries as an important and successful initiative. He said the new agreement established the legal framework for these efforts and would allow the partnership to expand in the future.
Partnership extends from telecommunications to space research
Badirhanov said Türkiye had made progress in many areas in recent years, including telecommunications, Earth observation, capacity building, space infrastructure and space research. He added that it was not surprising that the congress was held in Türkiye in view of these developments.
Badirhanov said Azerbaijan was also developing its space activities in various fields and that it cooperated with Turkish partners on every project. He said Azerbaijani students participated in space camps in Türkiye every year and added that the Space Academy had organized a special seminar for Turkish teachers as part of the congress.
Badirhanov said opportunities for cooperation and examples of successful partnerships would increase as space activities in Türkiye and Azerbaijan developed.
