At a ceremony held in Baku, Azerbaijan’s Ministry of Digital Development and Transport and SpaceXAI signed a memorandum of understanding on artificial intelligence solutions and related digital technologies.
The memorandum will assess the use of AI solutions developed by SpaceXAI based on Grok models in public services and priority areas of Azerbaijan’s digital transformation. The cooperation aims to improve the quality, accessibility and efficiency of public services.
Cooperation will cover all public institutions
The parties will jointly examine the potential uses of artificial intelligence in public institutions. The memorandum will not be limited to a specific area; the broader implementation of solutions that deliver successful results across the public sector will also be considered.

Azerbaijan’s Deputy Minister of Digital Development and Transport Reşad Hasanov and a SpaceXAI delegation attended the signing ceremony. The delegation included Dustin Yelinek, the company’s lead for global government partnerships and the Latin America region; Rim Sadek, responsible for global relations and market development in the Middle East, North Africa and Türkiye; and Neil Perkins, responsible for go-to-market activities in the global government partnerships unit.
Local AI capacity to be strengthened
Joint efforts will also be carried out to develop local capacity, transfer knowledge and experience, and strengthen relevant skills under the memorandum. These efforts aim to ensure that AI solutions contribute to Azerbaijan’s long-term national digital development goals.

A roadmap covering pilot projects, technical demonstrations and engagement with relevant stakeholders will be prepared to determine the next steps in the cooperation. The broader future use of successful solutions will be considered within this framework.
All projects will be carried out in accordance with advanced security measures and up-to-date data protection protocols. Each initiative will be based on a separate agreement signed by the parties.
The memorandum will be aligned with the Republic of Azerbaijan’s 2025-2028 Artificial Intelligence Strategy and 2026-2028 Action Plan to Accelerate Digital Development, as well as the ministry’s goal of creating a citizen-focused, data-driven modern public sector.
