Russian Foreign Minister Sergey Lavrov claimed that Volodymyr Zelenskyy was unwilling to engage in negotiations for a settlement in Ukraine and had disrupted the process many times.
Lavrov made the statement at a news conference following the ministerial meeting held as part of the ninth strategic dialogue between Russia and the Gulf Cooperation Council. The Russian minister argued that Ukraine had taken unacceptable steps after periods in which an understanding had emerged on restarting talks between Moscow and Kyiv in line with proposals by U.S. President Donald Trump.
He raised the Paris understanding
Lavrov alleged that Zelenskyy had disrupted the negotiation process after December 2019. The Russian minister said a decision had been reached in Paris for Ukraine to implement the Minsk agreements and enshrine special status for Donbas in the Ukrainian Constitution.

Lavrov said French President Emmanuel Macron, former German Chancellor Angela Merkel and Zelenskyy had also signed the decision, and claimed that the parties had no intention of implementing the agreement.
The Istanbul and Abu Dhabi process
Lavrov’s remarks also addressed the talks held in Istanbul in 2025. The Russian foreign minister alleged that Zelenskyy had cut those talks short.
Lavrov said a trilateral meeting was held in Abu Dhabi after the Istanbul talks, but that no progress had been made in the negotiation process afterward apart from Russia’s initiative.
