Footballers from the countries of the Organization of Turkic States (OTS) will be considered domestic players rather than foreign players in one another’s national leagues. Kürşad Zorlu, a professor and deputy chair of Türkiye’s ruling Justice and Development Party (AK Party) responsible for relations with Turkic states, announced this.
According to Zorlu, the agreement was reached last week at a meeting of football federations hosted by the Turkish Football Federation. “Our footballers will no longer be considered foreign players on a reciprocal basis; they will receive domestic-player status,” Zorlu said, adding that this would help build a football ecosystem across the Turkic world.

A cup every two years
A Turkic States Football Cup is also planned to be held every two years. The dates of the first tournament, the host country and the participants have not yet been announced. Details on how the new player status will be applied in each country have also not been disclosed.
The OTS comprises Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye and Uzbekistan, while Hungary, Turkmenistan and the Turkish Republic of Northern Cyprus have observer status.
Summit in Ankara
The statement came ahead of the OTS’s 13th summit. On October 29, the organization’s Council of Foreign Ministers will meet in Ankara, while on October 30, President of Türkiye Recep Tayyip Erdoğan will host a meeting of heads of state under the motto “The Turkic century: unity in language, thought and action.” Following the summit, the chairmanship of the OTS will pass to Türkiye.
