Azerbaijani President Ilham Aliyev, addressing the 7th Summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) in Baku on Oct. 15, said: "War was not our choice. Armenia forced us into war."
Aliyev said Armenia had occupied about 20% of Azerbaijan’s internationally recognized territory for about 30 years and carried out ethnic cleansing. He described the work of the OSCE Minsk Group as "merely an imitation" and said Armenia’s former leaders had not received the punishment they deserved.
"We took revenge on the battlefield and offered peace"

Aliyev stressed that Azerbaijan "took revenge on the battlefield and offered peace to Armenia," and said no international body had condemned Armenia and the U.N. had not insisted on the implementation of its resolutions.
At the summit, hosted by Azerbaijan as chair, Laos was admitted as a new CICA member. Leaders and representatives of Asian countries, including Russia, China and Türkiye, attended.
Aliyev said wars and conflicts would continue unless mechanisms are created to implement the decisions of the UN Security Council and other international organizations. Stressing that Azerbaijan opposes double standards and a selective approach to interstate disputes, he recalled that four Security Council resolutions adopted in 1993, demanding the immediate and unconditional withdrawal of Armenian forces from the occupied territories, went unimplemented for 30 years. Aliyev also said the two countries have been living in peace for more than a year, but that this peace remains fragile and must be preserved.
