Ukrainian President Volodymyr Zelenskyy said that halting attacks on energy infrastructure was among the options for peace discussed during talks with the United States and European partners in Oslo.
Zelenskyy said Steve Witkoff, the U.S. president’s special envoy, attended the talks in Oslo, while Jared Kushner joined the process online. Zelenskyy said Ukraine immediately supported the U.S. proposal for an energy ceasefire, while claiming that Russia continued its attacks.
Zelenskyy said: “If Russia stops attacking vulnerable targets in energy infrastructure, we are also ready not to attack these targets. Putin said no, but we are continuing to seek a solution.”
Zelenskyy said Ukraine had prepared concrete proposals for peace and was working in coordination with its European partners. He added that they expected the United States to convey these proposals to Russia.
Trilateral leaders’ meeting considered
Zelenskyy described a trilateral meeting involving the leaders of Ukraine, the United States and Russia as one of the main initiatives for issues requiring the leaders to make direct decisions.

Zelenskyy said Steve Witkoff was scheduled to travel to Russia the following day, adding that the outcome of the visit would reveal Russian President Vladimir Putin’s position.
The remarks came during a meeting with members of the press alongside Norwegian Prime Minister Jonas Gahr Store and Finnish President Alexander Stubb.
Security guarantees and intelligence cooperation
Assessing the outcome of the Oslo talks, Zelenskyy said Ukraine and the United States had brought their proposals on security guarantees together in an official document. Witkoff is expected to deliver the document to Russia, and Kyiv is expected to receive a response within 24 hours.
The proposals also include security guarantees similar or comparable to the provisions of Article 5 of the NATO Treaty, which governs collective defense. The provision stipulates that an attack against one party is considered an attack against all parties.
Zelenskyy also said intelligence cooperation between the United States and Ukraine had been fully resumed. He added that this cooperation included information on ballistic missile launches.
