Ukrainian President Volodymyr Zelenskyy told the Financial Times that Russian President Vladimir Putin lifted the restrictions that governed previous air campaigns against Ukraine. “He said that there are no rules now,” Zelenskyy said, citing intercepted communications of Russian officials.

Zelenskyy said the order was given in September, when Russia intensified strikes on Kyiv, hitting schools, hospitals, bridges and data centers. Kremlin spokesman Dmitry Peskov told the FT that Russian forces “do not strike schools or hospitals.” The claims could not be independently verified.
