The United Nations Human Rights Monitoring Mission announced that civilian casualties in Ukraine reached their highest level since the early months of the war in May. The mission confirmed that at least 274 civilians were killed and 1,763 injured throughout the month.
Accordingly, May was recorded as the deadliest month for civilians since April 2022.
Attacks targeting civilians increased
Mission official Danielle Bell stated that the intensification of fighting and the more frequent use of heavier weapons in cities caused many civilian deaths and injuries across the country.
Bell noted that the damage was not limited to areas near the front lines; repeated missile and air strikes in various Ukrainian cities also hit civilians in regions far from active ground combat.
Heavy casualties in Zaporizhzhia and Kyiv
Among the deadliest incidents documented by the mission was an attack on an industrial area in Zaporizhzhia on May 5, which killed 12 civilians and injured 42.
On May 14, a missile strike targeting a residential building in Kyiv resulted in 24 civilian deaths and at least seven injuries.
Occupied areas also affected
The majority of deaths and injuries occurred in areas controlled by the Ukrainian government. However, the mission also documented civilian deaths and injuries in territories occupied by Russia.
In this context, an attack on a training facility in the occupied Starobilsk on the night of May 21-22 reportedly killed 21 civilians and injured others.
Drone attacks prominent in Kherson
Near the front lines, the impact of short-range drone attacks on civilians was particularly notable. The United Nations confirmed that at least 64 people were killed and 539 injured in such attacks in May, marking the highest monthly toll for this type of weapon since the war began.
Kherson was among the hardest-hit cities. The mission reported 14 civilian deaths and 221 injuries in the city during May, with 6 deaths and 132 injuries attributed to short-range drone strikes.
The report stated that Russian drone operators targeted civilians, emergency responders, and civilian vehicles, creating a situation described as a "human safari" in the region.
Attacks continued into June
The United Nations also noted that Russian attacks continued to cause heavy civilian casualties daily across Ukraine. According to regional officials, at least eight civilians were killed and 63 injured in attacks on June 13 alone.
The mission also monitored Russian officials' statements claiming 47 civilian deaths and 298 injuries in Russia during May but reported limited independent verification due to restricted access to sources.
